DutiesYou will serve as the senior civilian employee at the Public Works Department (PWD) responsible for the delivery of a full spectrum of public works services to the installation and supported commands to enable mission success.You will direct, control and coordinate all operations within the Public Works Department using broad knowledge in facilities management, technical, financial and administrative skills.You will formulate and monitor PWD budget requirements taking into account workload forecasts, payroll requirements, travel, training and other overhead requirementsYou will direct Public Works Department subordinate supervisors, evaluate performance and hear grievances or complaints not resolved at lower levels of the departmentYou will review disciplinary actions and interact with union official in accordance with negotiated bargaining unit agreementsYou will maintain liaison with senior level leaders throughout the installation and NAVFAC .Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101 Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Assists the Public Works Officer (PWO) in focusing on programming and execution for all Products and Services; 2) Coordinates all execution and programmatic priorities in order to meet the facility needs; 3) Manages all human resources efforts within the PWD, including coordination with NAVFAC Washington Business and Support Lines and Manpower to ensure recruitments are processed smoothly; 4) Assigns work to subordinates based on priorities; 5) Directs, reviews, coordinates and executes the construction, environmental, base operations support, planning and real estate programs for supported commands; 6) Possesses sufficient foresight to predict future needs and issues and implement timely effective corrective action and 7) Serves as principle advisor to the Commanding Officer, Executive Officer and department heads at the installation on Public Works matters in the absence of the PWO.Additional qualification information can be found from the following Office of Personnel Management web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
