Deputy Regional Representative Pacific Islands Suva, Fiji Full-Time The Asia Foundation is a nonprofit international development organization committed to improving lives and expanding opportunities across Asia and the Pacific. Informed by 70 years of experience and deep local knowledge, our work is focused on governance, climate action, gender equity, education and leadership, inclusive growth, and international cooperation. We work in more than 20 countries through our 17 permanent country offices and programs across Asia and the Pacific, supported by a headquarters in San Francisco and an office in Washington, DC. Our funding comes from a diverse array of bilateral and multilateral development agencies, foundations, corporations, and individuals. The Asia Foundation's Pacific Islands office in Suva seeks a Deputy Regional Representative. This position is a member of the senior management team of The Asia Foundation (Foundation) in the Pacific Islands and supports all programs, operations, and external relations by Foundation strategies and policy guidelines and reports to the Regional Representative of the Pacific Islands. Guided by our mission statement of supporting Pacific solutions to Pacific challenges, the Deputy Regional Representative is responsible for supporting the management of all aspects of the Foundation's work in the Pacific Islands, including overseeing the operations, finance management and administration of the portfolio; program development; the design, implementation, monitoring, evaluation, and reporting of program activities; and effective working relationships with the host government, donors, partner agencies, diplomatic missions, national and international institutions, and the media with a focus on enhancing the Foundation's impact in governance, climate action, gender equity, inclusive growth, and digital skilling in the Pacific Islands. Position Duties and Responsibilities: Financial Management and Administration:
  • Develop and manage program, project and regional budgets, ensuring alignment with donor requirements and financial policies.
  • Ensure compliance with grants, contracts, and other donor agreements.
  • Promote financial transparency and accountability within the region.
  • Oversee regional office administration, grant management, and security protocols.
Supervision and Staff Development:
  • Recruit, train, and supervise staff, consultants, and interns across the Pacific region.
  • Support staff performance evaluations, professional development, and retention initiatives.
  • Lead human resources processes, including personnel management, compensation, and compliance with policies.
  • Foster a culture of innovation and accountability within multicultural teams across the Pacific Islands.
Program Development and Management:
  • Contribute to the development of regional strategies and country-specific annual plans.
  • Lead the design, implementation, monitoring, evaluation, and reporting of regional programs.
  • Support the engagement of technical expertise for program design and execution, particularly in areas such as governance, gender equity, climate resilience, and digital skilling.
  • Oversee the development of new programs and initiatives in line with regional and international priorities.
  • Lead fundraising efforts by developing strategies, writing proposals, and managing donor relations.
  • Coordinate cross-country and multi-country programs, events, and exchanges.
Representation:
  • Build and maintain relationships with the host government, donors, partners, and media.
  • Enhance public awareness and the Foundation's professional network.
  • Contribute to publications and represent the Foundation at meetings and events.
Other Responsibilities:
  • Serve as the Acting Regional Representative in the absence of the Regional Representative.
  • Promote staff safety by leading risk assessments and developing crisis management plans.
  • Participate in and support organizational initiatives across other regional offices.
Requirements:
  • Master's degree or higher in a relevant field such as economics, public policy, law, international development, political science, or environmental studies.
  • Minimum of 10 years of experience managing international development programs, offices, or organizations, ideally in the Pacific Islands.
  • Demonstrable decision-making capacity and good judgment.
  • Demonstrable analytical and problem-solving skills.
  • Demonstrated experience with fundraising, donor relations, and proposal writing and managing proposal teams, particularly from public, private, and multilateral sources.
  • Proven ability to oversee diverse contracts, cooperative agreements, grants, and partnerships from public and private donors.
  • Strong program management skills and experience, including designing new programs, establishing monitoring and reporting systems, ensuring compliance with donor regulations, coordinating across multiple programs, and identifying solutions to implementation challenges.
  • Experience supervising, building and motivating multicultural teams to cultivate a culture of innovation and accountability across geographically dispersed offices, with a record of recruiting, retaining, and developing top, diverse talent.
  • Excellent financial management and budgeting skills, including effective budget oversight.
  • Experience with the implementation of IT-based compliance systems and managing a hybrid office.
  • Strong representational and diplomatic skills with a history of developing effective partnerships with host governments, donors, and international organizations.
  • Exceptional communication skills, including proposal writing and reporting.
  • Familiarity with regional languages is desirable.
  • Deep technical knowledge in at least one of the office's key programming areas: strengthening governance at regional, national, and sub-national levels, women's empowerment and human rights, economic growth and digital skilling, climate resilience, and regional and international relations.
