General Description:Assists the Tax Assessor with certifying an annual assessment roll to the County Auditor of all taxable real estate within Orangeburg County; supervises all property appraisals and reassessments of all real estate in accordance with State laws and regulations by performing the following duties personally or through subordinate supervisors.Duties and Responsibilities:The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Assists subordinates with problems and interpretations of the tax regulations. Completes appraisal courses as prescribed by the S C Appraisal Board. Ensures departmental compliance with all State Laws and County Ordinances. Evaluates subordinates on a yearly basis on job performance. Interprets legal and financial documents. Performs or reviews appraisals. Prepares goals and objectives for the departmental budget. Represents the County at all Appeals Board hearings. Represents the County to taxpayers. Trains office personnel on new computer software. Troubleshoots problems with appraisals. Perform other duties and related work as instructed and assigned.Supervisory Functions:Manages employees in the Tax Assessors Department. Supervisors additionally supervise other employees. Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Minimum Education and Experience Requirements:Bachelor's degree (B. A.) from four-year College or university and six to nine years related experience or training.Special Certifications and Licenses: South Carolina Licensed Appraiser SC Certified Residential (CR) Appraiser Valid South Carolina driver's licenseReasoning Ability, Mathematical and Language Skills:Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.
