Position Overview The Deputy Title IX Coordinator and Investigator is responsible for assisting with management and implementation of all Title IX compliance strategies, trainings, and programs. The Deputy Title IX Coordinator will assist with mitigating conflict related to Title IX matters. This role should be mindful of component-specific needs, trends, and issues related to sexual misconduct, discrimination, harassment, and retaliation. As an Investigator, this role will act as an impartial and unbiased fact-finder to conduct and manage investigations into allegations of discrimination, harassment, sexual misconduct, and related retaliation.Hybrid position with the majority of work week being present on-campus. While this position is hybrid, the majority of the work week will be present on-campus. The schedule is dependent on programming, events, training, etc., and will fluctuate as needed. Minimum Qualifications Bachelor's Degree in counseling, psychology, or other related field, and three years' of experience investigating and resolving allegations of sexual misconduct/sexual violence, discrimination, harassment, and retaliation or in administering a comprehensive program addressing Title IX compliance; or any equivalent combination of education, experience, or training. Knowledge, Skills and Abilities (K) Knowledge of federal, state and local laws, statutes, regulations, codes, and standards related to the area of responsibility. (A) Ability to work collaboratively and building strategic relations with colleagues, coworkers, constituents and volunteers.(A) Ability to communicate effectively in both oral and written form. (A) Ability to work under pressure and meet close deadlines. (A) Ability to set priorities and complete assignments on time. (A) Ability to process and handle confidential information with discretion. Preferred Qualifications *Demonstrated knowledge of nondiscrimination laws and regulations, including Title IX, Title VII and all related areas of equal opportunity, sexual harassment, retaliation and other applicable laws and regulations and experience in complaint resolution and investigations*Knowledge of Title IX, Violence Against Women Act (VAWA), ADA/Section 504, Campus SaVE Act, Clery Act and Title VII*Experience assessing compliance obligations in an academic, research, or another complex compliance environment*Strong investigation and project management skills including writing, research, organization, and prioritization abilities Required License/Registration/CertificationsJob Duties:
  • Serves as the Deputy Title IX Coordinator supporting the Title IX Coordinator in all aspects of Title IX Compliance and State Sexual Misconduct.
  • Ensures prompt, equitable and impartial Title IX processes for all students, faculty, staff and third parties.
  • Responsible for the timely investigation and resolution of all reports of discrimination, harassment, related retaliation, sexual misconduct, sexual harassment, domestic violence, dating violence, and stalking, involving faculty, staff, students, or other members of the component community.
  • Ensures that all investigations comply with the procedures, requirements, and time frames outlined in applicable regulations and policies.
  • Assists in the assessment of Title VII and Title IX policies, protocols, compliance programming and training.
  • Serves as a delegate to receive and oversee investigation of complaints of sexual misconduct, discrimination, harassment, and retaliation.
  • Creates comprehensive investigation plans, conducts interviews, gathers and reviews pertinent documentation, analyzes evidence, writes comprehensive investigation reports, and keeps timely and accurate records and notes of the investigation process.
  • Develops comprehensive investigative reports as a primary source of evidence in informal and formal resolutions and administrative hearings and presents investigative reports to a hearing panel or appropriate decision maker.
  • Assists the Title IX Coordinator with effective responses to reports of sexual misconduct.
  • Assists the Title IX Coordinator in the management of the informal resolution process.
  • Collaborates with Human Resources, Faculty Affairs and Student and Academic Affairs to facilitate the appropriate supportive measures and other accommodations for Title VII and Title IX and for sanctioning.
  • Responsible for facilitating the implementation of interim and supportive measures and other accommodations for Title VII and Title IX.
  • Assists the Title IX Coordinator in the preparation and delivery of awareness, education, and prevention training and activities to members of the component community.
  • Assists the Assistant Vice Chancellor of Equal Opportunity with assessing Title IX compliance programming, in collaboration with Student Affairs, Faculty Affairs, Human Resources and other component departments.
  • Assists the Title IX Coordinator in coordinating compliance committees and educational presentations.
  • Assists the Title IX Coordinator with the preparation of quarterly and compliance reports for the Chancellor and Presidents, and annual reports for the Board of Regents and the Texas Higher Education Coordinating Board (THECB).
  • Stays informed of pending and final changes to legislation and other laws or regulations.
  • Assists the Title IX Coordinator for the delivery and continuous development of training and risk reduction efforts for students (student organizations, student governments and advisors; including orientation) and faculty and staff.
  • Engages with Title IX Coordinator and appropriate stakeholders to review investigation findings for identification of sanctions and courses of action in accordance with component codes of conduct and policies.
  • Facilitates, develops and delivers component wide and population-specific training, education, prevention and outreach programs.
  • Assists with review and revision of all related policies and procedures and the maintenance of webpage content.
  • Assists the Title IX Coordinator with disseminating educational materials, including printed and web-based, on Title IX rights, responsibilities and external resources.
  • Provides consultations to individuals about reporting options, processes, rights and resources available at the System Administration, its components and in the community.
