Description This position is responsible for overseeing and conducting reliable, prompt, fair, and impartial investigations of sex- and gender-based discrimination reports and other civil rights or internal investigations as needed, including, but not limited to, reports of sexual harassment or sexual misconduct in violation of the University's Sexual Misconduct Policy. This includes providing notice and updates to the parties involved; identifying and interviewing parties and witnesses; compiling relevant and directly-related information; preparing investigative report(s); and presenting and answering questions about the investigative report at any live-hearing occurring as part of the Title IX Grievance Process. This role requires the understanding of many State and Federal laws, including Title IX of the Education Amendments Act of 1972, the Clery Act, and the Violence Against Women Act (VAWA). This position also is categorized as an Official with Authority under Title IX and a Campus Security Authority under the Clery Act and must follow all obligations, including reporting and training, as required by law. Additional responsibilities include assisting with primary prevention and awareness programs, Title IX team training, ongoing educational programming, policy updates, and outreach as needed. Essential Job Duties
  • Collaborate and consult with the Title IX Coordinator/Director, Prevention/Education/Response to monitor and manage all incidents falling under the University's Sexual Misconduct Policy to ensure an efficient and effective response to reports and formal complaints;
  • Serve as the lead investigator on cases alleging sexual harassment, sexual assault, dating violence, stalking, and other sexual misconduct;
  • Attempt to gather or obtain all relevant evidence related to Title IX investigations;
  • Act as a neutral party throughout all aspects of Title IX investigations and ensure a prompt, fair, equitable, and neutral process for all parties;
  • Advise a diverse population of individuals about the process and their rights;
  • Maintain a high level of confidentiality during all proceedings;
  • Ensure a well-documented investigative process;
  • Maintain accurate and thorough records and notes of investigatory processes;
  • Create comprehensive written investigative reports that clearly identify the issues investigated, summarize the evidence, and make any credibility assessments;
  • Attend and answer questions at any live-hearing related to an investigation;
  • Provide periodic, timely updates regarding the status of complaints received and investigations in progress to the Title IX Coordinator and to all necessary parties;
  • In the absence of the Title IX Coordinator, be willing to serve in the interim role in limited or temporary situations, including performing intake with respect to potential investigations and overseeing investigations, as needed;
  • Assess and evaluate the department's educational efforts and campus impact;
  • Assist with training and outreach initiatives to the campus community;
  • Analyze Title IX data and prepare reports to address trends and opportunities to strengthen the health and well-being of the campus;
  • Assist with website updates and promotional efforts of the department;
  • Perform all other duties as assigned.
ADDITIONAL DUTIES:
  • Collaborate with supervisor to identify and address any systemic patterns of discrimination;
  • Collaborate with campus and community partners and other university stakeholders to ensure policies are communicated to all constituencies;
  • Assist with the development and implementation of comprehensive university training programs for students, faculty, and staff;
  • Assist with the implementation of a case management database to organize, manage, and track all incidents;
  • Assist with the development and implementation of policies and procedures;
  • Regularly update departmental resources, both in print and electronic formats;
  • Serve on university committees, when appropriate;
  • Assist supervisor and other campus administrators with Title IX accommodations, as needed.
Minimum Qualifications
  • Bachelor's degree from an accredited institution of higher education, required;
  • Master's degree, preferred;
  • Experience with Title IX, civil rights, harassment/discrimination, or criminal and/or law enforcement investigations, preferred;
  • Experience in higher education, preferred;
  • Three years of relevant experience related to investigations, strongly preferred;
  • Title IX Certification from a recognized source (Grand River Solutions, ATIXA, Husch Blackwell, D. Stafford, etc.), preferred.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
  • Current, valid driver's license is required.
  • Willingness and ability to obtain Title IX Investigator training (as designated and paid for by UNA), required.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Ability to identify and interview relevant parties and witnesses in a timely and effective manner;
  • Knowledge of federal statutes important to higher education;
  • Knowledge of and experience with issues related to gender-based violence;
  • Skills in examining updating, developing, and improving policies and procedures
  • Demonstrated ability to write comprehensive reports of investigations with findings of facts;
  • Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies;
  • Ability to communicate effectively with students, staff, faculty, and administrative offices;
  • Strong organizational, interpersonal, problem-solving, and decision-making skills;
  • Strong knowledge of sexual misconduct policies as well as other university policies and regulations;
  • Ability to maintain accurate records and files;
  • Ability to plan, organize, and train others;
  • Ability to foster a cooperative work environment;
  • Ability to work independently, coordinate multiple projects and tasks, set deadlines, and complete projects accordingly;
  • Ability to organize resources and establish priorities;
  • Demonstrate ability to use discretion and good judgment, maintain confidentiality, and work under multiple deadlines.
