Location: Howard,PA, USA
Under the direction of the LCCF Director, the Deputy Warden is responsible for initiating and providing leadership, guidance, direction and overall management in the safe, orderly operations of the facility on a daily basis, consistent with departmental policies and good management practices ensuring discipline, safety and security in accordance with all relevant regulations. The Deputy Warden is to serve as second-in-command and supervise the safety and wellbeing of the inmates at the Luzerne County Correctional Facility and provide overall direction for all employees, contractors and vendors within the Jail.
* Provides guidance and information as approved by the Director relating to the interpretation and applications of laws, and Rules and Regulations pertaining to the operation of a correctional institution.
* Ensures all operational policies, procedures and post orders are reviewed and revised in accordance with established directives; develops, implements, monitors, and evaluates policies and procedures related to employee staffing, training, incident reporting and investigation, disciplinary processes and grievance procedures.
* Assists the Director in developing, implementing, and applying departmental policies and procedures to ensure compliance with statutory and applicable regulatory agencies.
* Provides oversight to contract service providers as appropriate.
* Develops and administers programs designed to ensure an effective and qualified security force.
* Administers and oversees the maintenance of discipline in accordance with employee legal and contractual rights, maintaining good management labor relations.
* Maintains a proper manning level and ensures adherence to Prison policy and procedure. Schedule the security force for duty, acting on request for absences from duty, ensuring a sufficient amount of available manpower.
* Oversees the collection and coordination of internal data related to inmate management, staff management and overall accountability; in conjunction with Jail and County leadership, analyzes data to implement strategies toward continuing quality improvement of jail operations.
* Administer the maintenance of employee discipline. Direct investigations of employee misconduct and review investigative reports for completeness and accuracy. Initial disciplinary action as necessary.
* Abide by all Standard Operating Procedures, Rule and Regulations, PREA Standards, Post Orders and Code of Ethics of the Facility and Luzerne County.
* Other duties as assigned.
* Knowledge of planning, and organizing activities of a correctional institution and of the principles and practices of administration and management.
* Must be familiar with Title 37, PREA Standards, county, state and federal guidelines.
* Ability to plan, direct, and coordinate the activities of others and the operations of a correctional facility; to communicate effectively both orally and in writing; to establish and maintain effective working relationships, to organize and manage several projects simultaneously; and to analyze complex and security sensitive situations and adopt an appropriate course of action.
Minimal education and experience requirements include: A High school Diploma or equivalent, at least five (5) years of experience in a correctional setting and at least three (3) of those years must be in an administrative role. Must have a minimum of (5) years supervisory experience. Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above.
