Job Description:
Position Summary: This classification conducts inspection activities at residential, commercial and industrial construction sites to ensure compliance with applicable Federal, State and City of South Fulton codes, standards and construction provisions.Essential Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Interprets and enforces ordinances and codes related to land disturbance, soil erosion, and sediment control of new and existing construction at residential, commercial, and industrial construction sites; inspects properties in the process of construction, alteration, or repair; verifies conformance to applicable codes and ordinances and approved plans; issues correction or violation notices for non-compliance; and re-visits areas with repeat violators.
  • Conducts inspections of each component of site plans: inspects potable stormwater infrastructure and manholes for proper size, material, installation, and insulation; conducts proper air and mandrel testing; inspects curb and gutter installation for correct measurements and material; inspects different layers of' road construction using test rolling and core testing; inspects site for proper installation of erosion control devices throughout different stages of project; inspects traffic improvements and street name signs following MUTCD and City approved plans; compares installed items to copies of as-built and plat; and ensures that everything corresponds.
  • Notifies responsible contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues citations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
  • Administers maintenance and performance bonds for site development; calculates amount of performance bond(s) as required for each project; maintains bond documents; inspects completed work; and returns bonds that meet standards.
  • Inspects and approves construction and installation of streets, street signs, street striping, curb, gutter, sidewalk, storm drains, potable water infrastructure and sewers.
  • Notifies responsible inspectors, contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues violations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
  • Receives and responds to complaints from the public regarding related ordinances; records and monitors status of complaints from citizens; collects information and research complaints; determines validity of alleged violations and initiates appropriate actions; maintains records of response to complaints.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures receives and reviews various documentation; prepares/completes a variety of inspection reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy inspection records.
  • Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to site development, soil and erosion control, and construction procedures; reads professional literature; maintains professional affiliations; attends Georgia Soil and Water Conservation Commission Meetings, homeowner's association meetings, workshops, hearings, and training sessions as required; and maintains required inspection certification.

Education and/or Work Experience Requirements:
  • Requires an Associate's Degree in Environmental Science or a related field; supplemented by two (2) years of experience in construction or environmental regulation enforcement; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain or obtain within six (6) months of employment valid certifications and training in the following: Georgia Soil & Water Conservation Commission Level I B Certified Inspector and Level II Certified Plan Reviewer.
Additional Requirements:
  • Requires a valid state driver's license with an acceptable driving history.
Scope and Impact: Considerable initiative and independent judgment are expected in resolving day-to-day problems, even where clear-cut guidelines are not available. Position has recurring work situations that involve having a very high degree of discretion. The need for accuracy and effective utilization of accepted programs and routines is high. Errors in judgment will waste resources and adversely impact performance.Communications/Customer Contact: Frequently in contact with supervisor, other members of the department, city employees, Mayor, council members, and external vendors. Ability to communicate clearly and effectively with people in a courteous, tactful, and fair manner under all conditions. Ability to provide information and explanations of the processes and procedures of the department and municipal government to employees, city staff, and management.Competencies:
  • Ability to problem-solve, handle confidential information, perform computer related functions and bookkeeping functions.
  • Strong communication skills; includes success in written communication, interpersonal communication, group communication, phone skills, and electronic communication.

  • This position may work in both an indoor (building chemicals) and outdoor (under all weather conditions) environment.

  • Knowledge of modern office practices, methods, equipment, and standard clerical procedures including electronic filing and records management
  • Knowledge of time management system for payroll and benefits procedures and practices
  • Knowledge of record keeping and filing techniques.
  • Knowledge of the City's personnel policies and procedures, rules and regulations, operational instructions and pay plan.
  • Knowledge and understanding of federal laws pertaining to employment and personnel practices, including Americans with Disabilities Act, Family Medical Leave Act; Equal Employment Opportunities Commission requirements; Sexual Harassment, Workplace Violence and Bullying, and workers' compensation laws
  • Proficient in Excel, Word, and PowerPoint.
  • Ability to handle difficult situations in an effective, safe, timely and legal manner.
  • Ability to establish and maintain an effective relationship with City employees.
