Job Type Full-timeDescriptionThe primary function of the DHA Facilities Operations Training Manager is to support the DHA Facility Operations Branch (FOB). DHA's area of responsibility (AOR) includes all Army, Air Force, and Navy Medical Treatment Facilities (MTFs) worldwide. The selected candidate will serve as the training manager in support of DHA Leadership and Training personnel in the conceptualization, development, improvement, presentation, adaptation and delivery of education and training content for DHA Facilities Enterprise. Primary duty station: San Antonio, TX with support assignments throughout DHA/FE. Roles and Responsibilities •Leads development and collaboration of DHA training & education efforts. •Establish and coordinate reporting relationship with DHA Leadership; refine metrics as necessary to nest with established guidelines. •Develop and Maintain catalogue/library of Training & Education Content, review existing content for accuracy and applicability and/or required updates or revisions. (SharePoint, WCTK experience or training required) •Support Facilities Operations Branch in the development, deployment, & maintenance of Facility Manager's Training Program. Plan and conduct a monthly Facility Managers Course meeting and provide status updates to FOB leadership on planned FM Courses. •Meet frequently with DHA Education & Training Branch and ensure FM courses are developed to meet the requirements to be accredited through an appropriate national accreditation body. •Support FOB in the development and implementation of a standard DHA training Standard Operating Procedure (SOP). •Support FOB in the planning and development of policies and procedures to ensure that FOB is compliant with the Federal Buildings Personnel Training Act (FBPTA) of 2010. •Leads the development of a comprehensive DHA Facility Managers Core Competency assessment tool. •FM Training Program is intended to be a hybrid of distance learning and dialectal course work to establish a standardization of expectations in and from the Facility Manager community. Plan and coordinate a series of quarterly educational webinars targeted to the needs of the FM community in the CONUS and outside of the CONUS. •Leads the development and implementation of an annual DHA FOB Training Summit. The annual summit will be organized in a manner to support on-going educational and training for the FM community. •Track initiation, progress, & completion of all training content generated. •Track initiation, progress, & completion of all trainees. •Develop, refine, and report metrics used to advance the Training & Education mission. •Provide support and collaboration in the development of Joint Knowledge Online (JKO) coursework. •Assess Client training goals and develop targeted, personalized training for Executives and/or Senior Staff as needed. (Max.gov, Microsoft Office Suite, WCTK, etc.) •Identify training needs based on skills gap analyses and develop group and individual learning courses. •Perform other duties as assigned. •Expected travel 10-25% of the time. RequirementsRequired Qualifications •Bachelor's Degree from an accredited institution but can be waived if equivalent experience level is acceptable to the government. •Minimum of Five (5) years of Healthcare Facilities Operations. •General knowledge of operations at higher level staff to include DoD, OSD, Combatant Commands, Joint Staff, DRUs and Services HQ Staff headquarters. •Comprehensive knowledge of DoD and other military service department to direct complex staff actions that require knowledge of military command structure, missions, roles and organizational structures. •Comprehensive knowledge of a broad range of qualitative and quantitative methods for assessing and improving program effectiveness and complex management processes and systems. •Comprehensive knowledge of DoD administrative policies, regulations, precedents and planning guidelines, and processes; knowledge of DoD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments; knowledge of relationships with other Services programs impacting DHA goals and objectives. •Skill in oral and written communication to present sensitive and sometimes controversial material and recommendations to management, higher authorities, and other government agencies. •To be successful in this role, you should have solid experience organizing training events and designing the educational curriculum. •Ability to evaluate staff actions, proposals, orders and plans, and other recommendations in relation to DHA's and DoD's strategic plans, regulations, policies, and operations. The incumbent must have the ability to recommend corrective action as necessary. •Analytical skills to permit translation of DHA program and mission objectives into overall DHA plans which can be implemented within the framework of federal regulations, DoD and service regulations and procedures. •Possess an active favorable NACI. Preferred Skills •Ability to develop and deliver a training program that is effective and informational. •Ability to apply Joint Commission, Facilities, Engineering, US DoD military medical design and/or construction codes and standards. •Ability to integrate information from a variety of sources into various systems. •Ability to ensure proper system interfaces. •Ability to collect data for analysis. •Ability to develop products resulting from analysis. •Proficient with Microsoft Office Suite. •Excellent client-facing and internal communication skills. •Excellent written and verbal communication skills. •Solid organizational skills including attention to detail and multitasking skills. •Strong working knowledge of Microsoft Office, Smartsheet, Microsoft Project, or other project management solution to manage projects. •Healthcare Facilities Management experience. •Operations and Maintenance experience Salary: Compensation based on skill and experience.Benefits: (offered for full-time employees)
