Our team solves tough, meaningful problems that create a safer, more secure world.Raytheon has an exciting opportunity for a Digital Program Lead (DPL) P4 in the Naval Power Strategic Business Unit (SBU). The DPL provides leadership for the Naval Sensors and Sustainment Sub-Strategic Business Unit (NSS SSBU) in Tewksbury MA by owning the roadmap and execution of the DT scope to support program work environment needs. The successful candidate will be the DT touchpoint for program leadership, program management teams, and functional partners serving as a strategic business partner, escalation point, and a change agent for digital transformation. This role will work in a cross functional environment ensuring effective DT support of program from start-up to sustainment. This role will require the individual to be based in Tewksbury, MA to provide onsite support 5 days per week. This is an on-site position, with relocation to the Tewksbury, MA area available if the selected applicant meets company policy criteria. Responsibilities to Anticipate:
  • DT touchpoint for the SBU Leadership, Program Management teams, and SSBU directors serving as a strategic business partner, escalation point, and a change agent for digital transformation topics for assigned programs.
  • Develop and execute strategic roadmap for DT scope with a focus on streamlining opportunities.
  • Collaborate across DT directorates to find solutions, and lead root cause analysis for numerous and often undefined complex DT program needs.
  • Manage DT scope, cost, and schedule performance goals.
  • Prepare and present operations reviews, programs status review and roadmap planning.
  • Regular reporting on key performance metrics, financial performance, EVMS, and staffing.
  • Proactive management and execution of risks and opportunities.
  • Partner with engineering and proposal/program management to capture functional requirements, translate requirements into Basis of Estimates and executable plans.
  • Establishes and maintains Program Annual Operating plan (AOP) to track Capital and Expense spending.
  • Work in a cross functional environment with Security, PMO, Engineering, Facilities, and other functions to ensure effective DT support of program from start-up to sustainment.
  • Manage DT material procurement.
  • Partners with Information Assurance (IA) and Security to track the status of infrastructure compliance as it relates to Defense Federal Acquisition Regulation Supplement (DFARS), Cybersecurity Maturity Model Compliance (CMMC), DAAPM Risk Management Framework (RMF) requirements and Joint Special Access Program Implementation Guide (JSIG).
  • The successful candidate will champion and document unique technical solutions for use across the broader Raytheon DT community.
  • The candidate must effectively communicate with both internal and external Customers at strategic and tactical leadership levels regarding technical issues, project status and contractual deliverables.
  • Support preparation and/or presentation of weekly/monthly program reviews, Proposal Bid Reviews, EAC, AOP, and Capital Planning.
  • Support IPDS Gate reviews as applicable, including Independent Reviews
  • Directing the efficient use of DT personnel and resources to advance Agile teams and initiatives.
  • Facilitating technical collaboration with 3rd parties (e.g., suppliers) to simplify and accelerate procurement, licensing, and problem resolution for provided tools and equipment.
Qualifications You Must Have:
  • Typically requires a bachelor's degree in computer science, Information Technology, MIS, Engineering, Math
  • Must have minimum of 8 years of directly related experience as a Digital Technology professional; or a master's degree in IT, MIS Engineering Math or STEM directly related discipline and 5 years of direct experience
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Experience in project management
Qualifications We Value:
  • Agile Scrum Master, Product Owner or Product Manager Experience
  • Project Management such as Risk & Opportunity management, CAM, and performance tracking/management experience
  • High level working knowledge of Software development, Systems integration, and test processes to support activities across the program life cycle
  • Familiar with DevSecOps methodologies
  • An active Secret Clearance is highly desired.
  • Ability to motivate large teams to self-organize and deliver working solutions
  • Ability to manage a large portfolio or backlog of work.
  • High level working knowledge of Software development (Agile/Scrum), Systems integration, and test processes to support activities across the program life cycle
  • Experience with the Integrated Product Development System (IPDS)
  • Ability to manage many senior stakeholders and gain the relationships needed to affect change
  • Executive presence and influential leadership capability with the ability to interact with senior levels of leadership - including Customer, teammates, and suppliers
  • Ability to deconflict and manage priorities
  • Working experience within Software and/or Systems Engineering
  • Excellent verbal and written skills
  • Experience working in a program and/or engineering environment.
  • Demonstrated experience in Business Case Analysis and Return on Investment (ROI)
  • Through strong organization skills, demonstrate solid problem-solving skills in anticipating and analyzing needs as well as quickly identifying solutions
  • Knowledgeable of Contracts, SOWs, BOEs, Digital and Engineering (SW & Systems) Processes and Practices
  • Working knowledge of software development, systems integration, and test processes to support activities across the program life cycle
  • PMP and/or PMX/CMX Certification HIGHLY Desired
