Job DescriptionNYC Health + Hospitals is seeking candidates with experience in the housing and healthcare sector who have demonstrated strategic leadership skills, exceptional communication and organization ability, and who have driven projects to successful completion. The Director of Behavioral Health Complex Needs will work both independently and as a collaborative partner in a fast-paced environment.Under the direction of the Senior Advisor for Behavioral Health Policy and Communications, the Director of Behavioral Health Complex Needs will be responsible for planning and operating a complex needs team to support the treatment and connection to community for patients with SMI receiving treatment from NYC Health + Hospitals that are high utilizers or otherwise complex. This position will lead a team of five staff that will provide complex case collaboration, technical assistance and support and comprehensive training to facilities. The Director of Behavioral Health Complex Needs will lead all aspects of the program, including program administrative and clinical operations, compliance with local, state and federal regulations, collaboration with partnering agencies, staff development, program expansion, strategic partnerships, external communications, program evaluation and quality assurance/quality improvement initiatives.
- Design, manage, and implement a new Behavioral Health Complex Needs program at NYC Health + Hospitals. This includes managing interdisciplinary work groups related to Behavioral Health care delivery, complex needs and high utilization of behavioral health services. This will also include managing multiple project timelines across various stakeholders at multiple levels including executive staff.
- Manage a team of four complex needs specialists and one trainer who will provide complex case collaboration, technical assistance and support and comprehensive training.
- Manage executive-level engagement on behavioral health complex needs work. Plan, coordinate, and facility executive-level meetings and manage time effectively. Identify and escalate key issues for executive input and consideration as the program evolves.
- Manage internal and external relationship to design and implement the program. Collaborate with executive and staff-level team across Central Office and at the facilities to ensure alignment with strategic and operational priorities.
- Consult, collaborate and guide team to develop policies, procedures and processes
- Collaborate with central office on program goals and timelines
- Ensure clinical practices comply with city, state, and federal regulations
- Collaborate with other organizations, agencies, and stakeholders to coordinate services and advocate for the Behavioral Health Housing program
- Represent NYC Health + Hospitals and Office of Behavioral Health at external case conferences as it relates to NYC Health + Hospitals patients with complex needs.
- Serve as a liaison between the program, the community, community-based providers, and other healthcare providers.
- Represent the office in internal and external meetings on complex needs as it relates to behavioral health
- Additional responsibilities as assigned.
Minimum Qualifications1. A Masters Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or a related field; and,Six (6) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services, or,2. A satisfactory equivalent combination of education and experience.
Department Preferences- Experience planning, developing and monitoring programs, systems and/or procedures in support of administrative management initiatives, five years of which must have been in a responsible managerial or supervisory responsibility.
- Knowledge of fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations.
- Knowledge of principles of business and personnel administration, management functions and support service functions and ability to direct and supervise personnel.
- Experience with crisis work, serious mental illness, co-occurring substance use.
- Familiarity with high-risk patients and cultural sensitivity in community settings.
- Demonstrated leadership skills in the clinical environment
