The Director of Civil Operations will manage all aspects of Civil construction from RFP to closeout. Review bid documents, provide estimates, build schedules for multiple projects and provide support to both the Project Management and Engineering teams. VA Heavy Highway Class A license required.

Essential Duties and Responsibilities:
- Build relationships with clients, suppliers, and subcontractors
- Evaluate subcontractor agreements for compliance and completeness
- Manage turnover/hand-off of documentation from proposal team to the Execution Director
- Provide accurate cost and time estimates for project completion
- Ensure clarity and completeness of project requirements
- Ensure that engineering designs meet project specifications and regulatory standards
- Responsible for overseeing solar site land development activities from Request for Proposal (RFP) through design plan preparation, construction and closeout to ensure projects are completed on budget and schedule
- Support the Civil Self-Perform team in developing and managing Comprehensive Strategic Plans for projects
- Provide support and feedback to the Civil QA Program
- Review Standard Operating Procedures of Civil Operations to ensure contractual requirements are met
- Review bid packages, including detailed cost analysis, takeoffs, schedules and scope of work
- Provide detailed description of tasks, deliverables, timelines, and stakeholder responsibilities
- Provide guidance and support to the Construction team to ensure compliance with permits per regulatory agencies
- Be knowledgeable of SWPP, SPCC and environmental best practices
- Develop and review scope of work for subcontracted civil construction
- Champion Quality, Safety and Environmental initiatives and lead by example
- Other duties as assigned by the Sr. Director of Construction
Education and/or Work Requirements:
- Heavy Highway License Required for the state of Virginia
- Degree in Construction Management, Engineering or related field
- 8+ years land development experience
- Understanding of current civil engineering standards and practices
- Understanding of SWPP, SPCC and BMPs
- SWPP certification a plus
- Proficient preparing and reviewing bid packages
- Proficient with Microsoft Office applications
