Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Legal Affairs Division serves as the in-house legal department for DOF, providing professional and comprehensive legal advice and services supporting a full range of city tax and other revenue-related matters. Legal Affairs Division attorneys and staff handle various legal issues, including real property taxes and exemptions, business income and excise taxes, collections, parking violations, treasury, land registry, Conciliation Bureau conferences, FOIL, and employment law.

Legal Affairs is seeking an experienced State and Local tax attorney to manage the agency's tax conciliation function. The Director of Conciliations & Post-Audit Tax Processing will supervise and manage all aspects of the Conciliations Unit, working to resolve New York City Business Income and Excise Tax cases and managing the processing of cases in the Business Tax Services (BTS) system.

Within the Legal Affairs Division, Conciliations offers an independent forum for taxpayers to resolve City business income and excise tax disputes in an informal conference setting. The Director's responsibilities will include:

  • Managing the Conciliations process and caseload, handling complex tax cases with multiple tax issues, and supervising staff.
  • Working diligently to provide a professional conference experience and an appropriate resolution of the tax issues.
  • Conducting conciliations conferences with taxpayers and their representatives to successfully resolve cases.
  • Identifying tax issues for further policy considerations at DOF.
  • Directing the processing of post Audit cases within DOF's computer systems.
  • Identifying, creating, and producing reports and metrics on cases.
  • Organizing and scheduling the case calendar and managing the case flow throughout the process.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

  • Experience and expertise in managing all aspects of complex tax audit case resolutions.
  • Strong knowledge of a wide range of NYC Business Income and Excise taxes, the audit process, and applicable laws.
  • Experience working with computer systems in connection with Audit, particularly DOF's Business Tax System.
  • Demonstrated interest in improving processes using technology.
  • Strong written and oral communication skills, attention to detail, and ability to work collaboratively.
