Job Title: Director, Contracts - Missionization & Modifications GroupJob Code: 17747Job Location: Waco, TX.Schedule: Regular 9/80 (off every other Friday)The primary role of the Director of Contracts is to provide leadershipand oversight of the contracts organization across all the divisions and operating sites contained within the Missionization & Modifications Group (MMG) Division. The Director of Contracts is a manager-of-managers responsible for providing leadership direction and guidance on U.S. Government, Commercial, and International contracting in support of MMG's contractual efforts.This position in the Intelligence, Surveillance, and Reconnaissance (ISR) Systems Sector is responsible for the Contracts team that supports a diverse business area, with customers from various USG Departments, various foreign governments, as well as large and small business prime contractors. Reporting to executive leadership, the Director of Contracts will act as a strategic business partner on matters of major importance to the company and provide information related to all aspects of a wide variety of Government, DoD, international and commercial OEM contracts related to aircraft systems integration and modernization.The Director of Contracts will have responsibility for leading a diverse team of professionals, coordinating contracts activities using both military and commercial standards in accordance with government laws and regulations, and company policies and procedures. The Director supporting these key business areas is responsible for proactive management of customer relationships, both internal and external, and must partner and work closely with a variety of business support functions, including Program Management, Finance, Supply Chain, Engineering, and Business Operations.Essential Functions:
- Leading an organization of contracts professionals through daily supervision and leadership over roles, responsibilities and functions of the organization.
- Organizational development, mentoring, accountability and resource allocation to new and emerging priorities.
- Creating and establishing accountability for organizational goals and objectives in support of aligned organizational strategic goal deployment.
- Creating a culture of continuous improvement, solutions, and process enhancement.
- Holding teams accountable for required acumen, actions, and support to the business functions.
- Creating workforce and staffing plans for the department to ensure availability of personnel necessary to accomplish departmental business results.
- Ensure coordination of proposal activities and all sales agreements, and assure flow-down of all such activities to all functional departments.
- Oversight of cost/price analysis and requirements to properly document high-value procurement and contract files while adhering to the highest standards in ethics and professional responsibility in dealing with both internal and external customers, including team members.
- Coordinate essential activity with Legal counsel and obtain necessary approvals for proposal submittals, contract execution, and sales agreement consummation.
- Responsible for hiring, firing, compensation and promotion opportunities for personnel development and improvement of skills and knowledge within the MMG Contracts organization.
- Provide management with reports regarding customer essential activity pertaining to business, contractual and financial interests.
- Establish, direct and coordinate functional budgets.
- Contribute to strategic planning and implementation with other top management.
- Evaluate performance of direct reports for compliance with established policies, procedures and objectives and contributions in line with those objectives.
- Strong relationship management skills: ability to build and maintain productive relationships with leaders of other functional areas within and across the business areas to seek alignment on company objectives.
- Professional maturity and confidence in expressing a point of view with senior management.
- Ability to travel (approximately 10-25%).Minimum Qualifications:
- Bachelor's Degree in a related field with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
- Position requires an active DoD Secret Security Clearance, and the ability to obtain and maintain a DoD Top Secret Security Clearance, which requires US citizenship.
- 8-10 years experience with FAR/DFARS/CAS/TINA.
- 5+ years directly related experience managing in a broad range of contractual functions.
- 5+ years experience leading teams to generate a vision, establish direction, motivate colleagues and employees, encourage diverse views, and encourage improvement and development.Preferred Skills:
- 3-5 years experience with commercial and international contracting.
- 2+ years experience with export/import compliance.
- Aerospace and Defense industry experience.
- Proficiency in utilizing and interpreting financial models and analyses.
- Robust skills in Microsoft Office products, including Word, Excel, and PowerPoint.
