Salary Placement: This twelve (12) month per year position will be on an individual contract. This classified administrator position will be placed on Range 12 of the Administrator Salary Schedule. Step placement is based on experience. Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($10,360.00 / $10,515.00 / $10,672.00 per month) of this 20-step salary range.All administrators are on an employment contract and exempt from overtime and compensatory time accumulation. Leads in the marketing of ETI contract education programs and Fast Track Training. The primary focus is on marketing, developing, promoting, and coordinating contract education services and related workforce development programs offered by the District to business, industry, government, and non-profit agencies. Works in collaboration with the Vice President of WEA, other District Directors, and the local Workforce Investment System to implement cutting-edge short-term programs for job training and employment. Performs other related duties as assigned. Essential Job Duties:Duties may include, but are not limited to, the following:
  • Under the direction of the Assistant Superintendent/Vice President WEA, works collaboratively with other members of the WEA team including the Director of the Small Business Development Center, as well as various academic departments across the Instructional Division to identify training needs, student placement opportunities, and develop relationships with local employers.
  • Manages Employment Training Panel (ETP) funded training programs including: contacting eligible employers to generate interest, identifying training needs, ensuring employers and trainees meet program requirements, providing direction to support staff to ensure training documentation meets ETP specifications, preparing eligibility paperwork, selecting instructors, monitoring training performance, evaluating training impact, and monitoring contract performance.
  • Manages fee based fast track job training programs offered by the District to individuals seeking entry level employment in fast growing fields, or for individuals seeking to upgrade their skills in order to re-enter the workforce. This includes working with the Vice President to identify in-demand skill sets, identifying content experts, assisting in course development, promoting course offerings.
  • Under the direction of the Vice President, coordinates with outside agencies to provide training through the workforce investment system including the America's Job Centers of California and the Los Angeles County Workforce Development Board. Prepares and submits the programs for the Eligible Training Provider List and the I-Train system through the County of Los Angeles and the South Bay Workforce Investment Boards. Ensures Workforce Innovation and Opportunity ACT (WIOA) funded trainees meet eligibility requirements, monitoring training performance, and ensuring all performance measures are met.
  • May assist in delivering training programs as needed in ETI courses in the areas the Director is qualified to teach.
  • Leads in growing, planning, organizing, directing, and evaluating an entrepreneurial, self-supporting contract education program to deliver customized training programs for local business and industry.
  • Creates and implements a sales strategy for bringing in new clients and expanding offerings to existing clients.
  • Initiates contacts with business and industry for delivery of contract education programs and services which maintain the high instructional standards of the District. Assists agencies in determining their education and training needs to support the economic growth and development of local business
  • Writes contract proposals in response to training needs expressed by clients and manages approval timelines. Provides hands-on management of multiple, simultaneous training projects.
  • Under the direction of the Vice President, identifies training needs that meet the criteria of various economic and workforce development funding opportunities. Assists in developing grant proposals, coordinates matching resources from target businesses, and supervises the successful implementation of various federal, state and private grants and contracts along with grant funded training initiatives for business and industry.
  • Recruit, hire, supervise, and evaluate subject matter expert instructors for ETI training programs in compliance with District hiring policies and procedures.
  • Develops advertising and promotional materials for training opportunities. Uses web-based marketing and communication tools including social media, to raise awareness of training services and markets programs.
  • Under the direction of the Vice President, develops and manages Fund 59 budget, ETP Contracts, WIOA programs, Fast Track Institute, Contract Education programs and WEA based Apprenticeship Programs.
  • Support the Vice President and WEA division staff on regional collaborations regarding workforce development.
  • Serve on campus committees that focus on workforce development and collaboration with the Office of Instruction.
  • Under the direction of the Vice President, create new programs and grow existing programs to generate net positive revenues on an annual basis.
  • Lead continuous improvement projects for ETI and Fast Track programs including website, marketing materials, and outreach.
  • Create and submit WIOA and I-TRAIN paperwork and contract amendments for new and continuing programs.
  • Work with the VP of WEA to market and implement WEA apprenticeship programs.
  • Build the local network and client base of WEA business and workforce intermediary clients and partners.
  • Oversee and review contracts, exhibits, Board of Trustees items, invoicing, purchase orders etc. in a timely fashion.
  • Monitors contract compliance of education services and/or independent contractor consultants retained by the District to provide specific services.
  • Interprets, applies, communicates, and explains pertinent laws and/or District and/or external agency business and/or other regulations, policies, and procedures, as appropriate.

    Qualifications and Minimum Requirements Minimum Requirements: Experience: Five (5) years' full-time equivalent experience in training program development, marketing, and contract management for workplace training and education programs or experience in developing, marketing and implementing training programs either internally or externally. Prior experience must include two (2) or more years' experience managing projects. Knowledge of, and experience with, workforce training agencies such as Workforce Innovation & Opportunity Act (WIOA), America's Job Center of California, Employment Training Panel and other state/federal training programs, and previous sales experience is preferred.Education: Bachelor's degree from an accredited institution is required.Licenses/Certifications: Incumbent must possess a valid California Class C or higher driver's license in order to travel in District and/or privately-owned vehicles while engaged in official business.Preferred Qualifications:
    • Master's degree from an accredited college/university.
    • Train the Trainer or qualifications to teach multiple ETP courses such as Leadership, Project Management, Lean Six Sigma, Manufacturing Skills or others related business and industry topics.
