Position summary:
Performs facility capital project management duties and guides relationships between the Mass. Eye and Ear (on-site and satellite) and the various architects, contractors, and other consultants who may be engaged to perform renovations or modifications to the hospital's physical plant. Responsible for the administrative oversight of the capital construction program and associated budgets. Runs the development and ongoing maintenance and implementation of the Master Equipment Plan. Interacts with the client groups, architects, and various engineering consultants in facilities program development, planning, advising and monitoring. Under the general direction of the Sr. Director of Facilities and Planning, perform the function of coordinating and running an effective maintenance program for the physical plant and its equipment to the highest possible standards. Develop and maintain a comprehensive CMMS program to ensure accurate maintenance is being performed.
Essential functions:
- Develops and runs the implementation of long- and short-range capital plans required to support equipment maintenance and facilities operations.
- Develops preventive maintenance programs and deferred maintenance. Establishes and coordinates an effective preventive maintenance program. Analyzes costs and work schedules. Sets priorities and expedites operations and repairs. Ensures that all records are updated as changes are made to equipment.
- Understands Management of Facilities Operations, and critical systems knowledge (HVAC, Chiller Plant, etc.).
- Periodically inspects all buildings, equipment, and utility systems to evaluate the need for repairs, upgrades and replacements.
- Provide resource information regarding facilities management, including liaison with neighbor institutions and groups as needed.
- Responsible for development and management of the operating and capital budgets.
- Evaluates, reviews, and gives initial approval to all requests for materials, supplies and equipment – as governed by budgetary responsibilities and limitations.
- Works with leadership and the Planning Project team and provides facilities operations input as needed.
- Develops initial facilities related project proposals and budgets for review and approval. Coordinates the project planning and budgeting with other departments, i.e., Information Services, as needed based upon the scope and complexity of the project. Develops overall project schedule and reports.
- Oversight of architects, engineers, consultants, and project managers (both internal and outside consultants).
- Provides liaison with all appropriate outside agencies, e.g., DPH, BFD, Boston Inspectional Services, DPS, etc. Primarily responsible for all permitting and licensure requirements with the Department of Public Health and Department of Public Safety.
- Assists in handling all utilities and analyzing expenses related to utility usage and develops strategies to reduce carbon footprint.
- Responds to all emergency situations as appropriate, approves planned & unplanned utility shutdowns/disruptions.
- Coordinates scheduled and unscheduled shutdowns. Responsible for assuring that facilities projects do not adversely impact patient care or business in any way.
- Must take ownership as manager on-call during non-business hours in coordination with other supervisors/managers.
- Maintains and assures that all controls, logs, operating records, test and inspections are current and up to date.
- Negotiates and leads all aspects of construction contract development for final execution.
- Reviews and submits for approval all change orders (internal and contractor) if costs fall outside of the allocated budgeted funding.
- Handles internal user groups to facilitate construction activities and minimize user-initiated project changes that may increase the overall project cost.
- Ensures implementation of ILSM, ICRA, Above Ceiling Permits, etc., when appropriate.
- Maintains current the Joint Commission Statement of Conditions by identifying deficiencies, budgets for correction and record of activities.
- Acts as a participant to the Environment of Care Committee.
- Supervision of the Facilities staff, including Supervisors whether on staff or contracted.
- Maintains the highest level of efficiency with personnel. Recommends new methods and procedures for work standards and performance.
- Encourages all personnel to grow through training, education, evaluations, and review. Interviews all applicants to develop a stable and proficient work force.
- Oversight of hospital campus groundskeeping.
- Reviews job descriptions annually. Performs annual employee evaluations. Conducts staff meetings and training sessions.
- Approves timekeeping for the department.
- Handles sensitive information with judgment and confidentiality.
- Performs other administrative functions as assigned.
Qualifications
EDUCATION AND EXPERIENCE:
- Bachelor's degree in engineering or a related field required. Master's degree preferred.
- 5 or more years of prior healthcare facilities experience. Prior management experience preferred.
- Experience in Plant Operations Maintenance Management, Construction, or Project Management.
License/ Registration
- Required: None
- Preferred: Professional Engineer, CHFM
Knowledge and Skills
- Required: Requires extensive knowledge of physical plant including power plant, HVAC, electrical distribution, plumbing systems and building maintenance. Requires excellent supervisory and leadership skills. Knowledge of JCAHO requirements/regulatory surveys.
- Extensive knowledge of CMMS.
