The program has been replicated in cities across the country.The Doe Fund has an annual operating budget of $65 million and a full-time staff of 500+.This position reports to The Doe Fund's SVP of Asset and Property Management and works closely with other senior managers including the Executive Vice President of Real Estate. The Director of Facility Maintenance and Construction is responsible for the facilities management, direction, overall planning and coordination of the organization's transitional (659 beds in three facilities) and affordable/supportive housing stock (currently comprised of 1,089 units with an additional 794 units in the pipeline). The position requires an individual with all required technical competencies balanced by strong interpersonal skills, the ability to multi-task and address issues proactively, and concern for the health and safety of fellow employees, clients and tenants. - Bachelor's degree required in engineering, construction management, facilities management, business administration, or related field. Master's degree preferred
- Minimum of seven years of progressive experience and responsibility in facility services, construction, non-profit administration, or similar work environment, at least five of which included directing multi-functional maintenance staff at multiple sites.
- Ability to communicate effectively with all levels of staff and management. Effective interpersonal, verbal and written communication skills. Active listening skills.
- Demonstrated ability to work effectively on a leadership team.
- Strong supervisory and leadership skills, and ability to train, teach, and motivate your team.
- Ability to plan, organize and supervise the work of skilled and semi-skilled team members.
- Knowledge of green building construction and maintenance practices and ability to integrate green initiatives into overall facility maintenance activities.
- Knowledge of NYC local laws governing facility operations and construction.
- Knowledge of the City of New York's RFP and bidding processes and contractual terms and conditions.
- Ability to handle multiple tasks with changing priorities and situations
- Strong mechanical aptitude and working knowledge of general carpentry, electrical, HVAC, plumbing, painting, landscaping, general custodial practices and mechanical systems.
- Excellent troubleshooting and diagnostic skills along with a demonstrated ability to proactively address problems in a timely manner..
- Must be computer literate with a proficiency in the use of Excel, Word and other platforms.
- Strong analytical skills and business mathematical skills.
- Regularly required to sit, stand, walk, climb ladders, bend and lift objects of up to 50 lbs. May be exposed to dust, odors, oil, fumes and noise.
Key Responsibilities:
- Supervises and controls activities involving facilities inspections and audits, and ensures observance of applicable local and state laws, codes, and ordinances (including housing codes, Fire Safety regulations and OSHA).
- Plans, directs, oversees, and participates in the development of organization-wide work plans to include all construction projects and facilities services operations while working collaboratively with Finance, Program Directors and other relevant departments.
- Responsible for oversight of all mechanical and system repairs in the affordable and supportive housing and scatter site apartments as well as transitional facilities.
- Participates during the planning and construction phases of new buildings so that takeover of new machinery is streamlined, efficient and all system repair and maintenance contracts are fully understood and in-place prior to building topping off.
- Leads, supervises, and guides in the development of RFP responses, bids, contracts, and proposals for construction and facilities-related services. Negotiates and administers contracts with outside vendors, construction firms, and others.
- Responsible for fully utilizing the DHS automated New Needs system called Service Now to submit all new need requests online and to upload all supporting documents including bids, scope, and budget back up.
- Creates and maintains an appropriate schedule of preventative maintenance and repair, inspections, etc. Plans, schedules and inspects short and long-term facilities maintenance management initiatives, including preventive maintenance and repair/installation projects and supervises outside contractors.
- Keeps in compliance with, and maintains knowledge of, all legal regulations and safety initiatives, including annual inspections of the elevators, boilers, chillers, cooling towers, etc. required by governmental agencies including OSHA, DHS, Fire, Environmental Protection, Buildings, Health, and others.
- Designs and implements an organization-wide storage and space optimization plan.
- Initiates and directs planned maintenance programs for a variety of service contracts, including boiler and AC maintenance; varied equipment; and develop best practices and innovative implementation
- Interviews, supervises, evaluates, disciplines and sets work schedules for facilities team.
- Establishes systems to train staff to meet performance and safety standards
- Provides direct oversight of maintenance, testing, and inspection of fire alarm and water based suppression systems
- Responsible for establishing a department budget in collaboration with finance, and executes strategies to meet budget targets.
- Understands that outstanding customer service is essential, as is the ability to provide creative, flexible, prompt, and compassionate services to the customers of TDF.
- Must respond 24/7 to facility emergencies. Ability to work flexible hours, including weekends and holidays when necessary.
