Domestic Violence Services (DVS) provides a variety of comprehensive immediate and long-term support services to survivors of Domestic Violence and their families. DVS provides oversight for the largest domestic shelter system in the country which provides safety and services for this vulnerable population. This network of more than 55 emergency domestic violence shelters provides temporary emergency housing, and supportive services to over 17,500 victims of domestic violence and their children annually. DVS provides oversight and funding for the 24-hour domestic violence hotline. DVS also administers the No Violence Again (NOVA) program located at the DHS intake center, and the Domestic Violence Liaison Unit, which provides domestic violence counseling and intervention at Job Centers. DVS partners with a network of community-based organizations, that provide counseling, legal services, financial development services, and job readiness for domestic violence survivors. In addition, DVS leads a nationally recognized domestic violence primary prevention effort, the Teen Relationship Abuse Prevention Program (RAPP).

The Domestic Violence Services is recruiting for one Administrative Staff Analyst NM II to function as the Director, Fiscal Operations in DVS' Administration Planning and Operations Unit, who will:

Under administrative direction of the Senior Director of Administration Planning and Operations, with wide latitude for the exercise of independent initiative and judgment, is responsible for managing staff that conduct complex or highly difficult professional budget work in the preparation and administration of program budgets and the conduct of highly complex economic research and studies. The Director oversees the daily managerial fiscal operations for all DVS budget related analysis, training, and personnel budget planning, promoting the efficiency and effectiveness of operations, enhancement of revenue and/or the reduction of agency operating cost and will:

* Be responsible for complex financial documentation analysis and budget review that require the use of exceptionally difficult quantitative and cost analysis techniques. Analyze and review budgets

for long and short-term fiscal planning and expense management for all DVS programs. Maintain adequate encumbrance levels for all contracts and ensure timely payment of vendor invoices.

Analyze and review contracted provider budgets and fiscal documentation for submission to the ACCO, OMB and OBA.

* Oversee the daily fiscal operations and management of DVS and directly supervise fiscal analysts and billing staff; inform the development, issuance, implementation and monitoring of policies

and procedures; develop structures for operational efficiency within the unit; monitor, track and provide reports on invoice processing to management; provide guidance to the billing unit supervisor

on fiscal operations matters.

* Work closely with the DVS contracts unit to ensure that procedures and systems are in place to monitor and track contract spending. Interpret fiscal contractual provisions and provide opinion to

promote fiscal responsibility; ensure efficient usage of funding; enhance revenue; or the reduction of programmatic expense. Interprets fiscal and budget contractual requirements to identify gaps

and develop risk mitigation strategies, proposals, and remedial action plans to improve fiscal oversight.

* Responsible for all ongoing and year-end fiscal tracking and reporting, including but not limited to, accruals, surplus need and encumbrances.

* Prepares analytical and specialized report, correspondence, and memoranda regarding fiscal and budget matters for executive management. Provide budget projections and comparisons for

special projects. Interprets budgets and fiscal documentation to forecast or explain spending trends and spending plans for DVS program needs.

* Serve as the liaison between DVS and the DSS Finance Office ensuring program compliance with all agency financial policies and procedures. Provide interpretation and analysis of fiscal policies

and procedures to DVS executive management. The DVS Fiscal Director is responsible for all internal and external audit requests.

* Develop, prepare policies and training materials for DVS staff and contracted providers on fiscal and billing policies and procedures. Conduct billing and fiscal operational presentations for DVS

staff and contracted providers.

Salary Range: $103,497

Work Location: 150 Greenwich Street - 43rd Fl, New York, NY 10007

Hours/Schedule: 9am - 5pm (flexible)

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.

Preferred Skills

* Experience reconciling data from FMS using statistical and cost analysis techniques. - Excellent research, analytical and problem-solving skills required. - Supervisory experience. - Knowledgeable of the NYC budgetary process. - Finance and accounting comprehension and prior work experience. - Strong knowledge of Microsoft Word, Excel, Access, and PowerPoint. - Knowledge of PASSPORT

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
