Values that drive our work include equality, fairness, diversity and empathy.Who We SeekHispanic Federation (HF) seeks a Director for Procurement to support compliance with public and private sector grant purchases. HF defines procurement as collaborating with HF program staff to identify goods and/or services needed for Requests of Proposals (RFP), Request for Quotation (RFQ), and Invitation to Bid (ITB) to potential contractors, leading selection of vendors, contracting, and monitoring. The Director for Procurement is responsible for overseeing and managing all procurement activities including preparing, distributing, managing bid processes, monitoring, and managing contract performance. The Director for Procurement also will evaluate and further develop standards for purchases made by the organization to ensure they meet and follow all grant requirements, including securing appropriate bids for purchases, cataloguing, and tracking equipment and supplies purchased, and decommissioning items no longer in service to the organization and its programs.This is a new position in the Finance Department and serves as the main liaison between grants accountants, accounts payable staff, compliance, grantmaking, program managers and directors and awarded vendors, suppliers and/or consultants with a major focus on meeting the Uniform Guidance (2 CFR 200), Federal Acquisition Regulations ( FARs ), and other Federal, State, and local procurement requirements. The Director will report to the Vice President of Finance and Administration.The successful candidate will follow and enforce procurement policies and procedures and have exposure to Federal, State, and local procurement regulations and best practices. The Director for Procurement must be able to work collaboratively across departments in Headquarters and with state and regional offices, to synthesize public sector policies into easily digestible policies and procedures, and to serve as the main resource for procurement practices at Hispanic Federation.The position is hybrid and will require at least 10 days onsite each month.Position Location: New York, NYReports to: Vice President of Finance and AdministrationJob Duties and Responsibilities
  • Oversee procurement through as it relates to grant regulations and ensure all best practices and protocols and procedures are applied and followed. Ensure compliance with legal and regulatory requirements governing procurement activities.
  • Oversee and maintain procurement activities, ensuring optimal vendor relationships and cost-effectiveness.
  • Prepare and implement all protocols and procedures as it relates to procurement for public sector and private sector grants funding.
  • Ongoingly enhance policies and procedures and institute best practices in purchasing of goods and services and contractor acquisition, review procedures to ensure they meet changing regulations.
  • Have a high level of understanding allowing to support program, regional offices, and other team leads with training and guidance around procurement and purchasing compliance.
  • Work with Program, Policy and Advocacy, Communications, Grantmaking, and Compliance in a timely fashion to support programmatic needs.
  • Prepare and implement protocols and procedures around purchases of supplies and equipment as it relates to public and private sector grant compliance; train staff teams to ensure clarity in protocols and procedures.
  • Prepare and provide procurement templates and samples.
  • Manage the bidding process, ensure all procurement paperwork and backup is properly executed and filed,
  • Produce monthly and other reports as needed and provide status updates on the progress of contracts and expenses.
  • Implement other procurement-related tasks as needed.
Skills and Qualifications
  • A bachelor's degree with a minimum of three (3) years of experience in procurement and purchasing, finance management, and / or program application, with a preference of nonprofit procurement.
  • Strong tech skills - Experience with MS Office, Google Workspace, and finance tools is required; experience with MIP Fund Accounting is an asset.
  • Proficiency in Enterprise Resource Planning (ERP) systems.
  • Must be detail-oriented and possess strong organizational skills.
  • Demonstrated experience managing tasks, including overseeing contracts, bidding, and managing budgets and tracking milestones.
  • Strong skill in oral and written communications.
  • Proven experience with process enhancement and creation of policies and procedures. Experience in training is an asset.
  • Ability to work well under pressure and maintain a high level of accuracy while working quickly.
  • Ability to travel to project sites around the five NYC boroughs and domestically to HF's regional offices.
  • Must have high energy, positive, can-do attitude, as well as flexibility, teamwork, and attention to detail, high degree of initiative.
  • Strong understanding of Latino and social justice issues and a commitment to the work of Hispanic Federation.
  • Ability to read and speak Spanish is highly desirable.
CompensationThe salary range for this position is $80,000 - $90,000 and is commensurate with experience.
