Job Description:

Annual salary is $70,000 or higher depending on experience.

Department Purpose

The Administration and Finance Department ensures PCC operates within Federal and State laws and policies, to ensure the fiscal competency of public funds, to achieve efficient delivery of administrative services, and to maintain respectability of public investments in infrastructure and programs.

Summary

The Director of Grant Compliance serves in an oversight role to support all grant programs. The Director of Grant Compliance works with financial, grant, and academic leaders to ensure development, compliance, auditing, accounting, and analysis of multiple grants. Develops and maintains the Grant Compliance Management Procedure. Provides various trainings to staff in both group and individualized sessions.

In accordance with Colorado Revised Statutes 24-50-135, this position has been exempted from the State Personnel System.

Essential Functions

Grant award contracts/agreements

* Maintains electronic and hard copy of grant documentation as required.

* Ensures grant awardees understand requirements of grant.

* Maintains the grant portfolio overview spreadsheet.

* Acts as the primary contact for grant inquiries.

* Reviews internal grant processes and recommends improvements, as necessary.

Collaboration with grants administrators and compliance coordinators

* Oversees compliance with applicable federal and state laws, rules, and regulations, and Board, System, and college policies and protocols.

* Reviews grant budgets and timely usage of funds.

* Facilitates with the Deans Team and Vice President of Academic Affairs in the development and management of the Carl D. Perkins Local Funds Award.

* Meets regularly with grant directors and support staff to provide training and guidance regarding issues of grant compliance.

* Facilitate with the fiscal office in establishment of grant orgs and financial requirements.

Management of funding/expenditures

* Assists grant administrators with budget revisions, budget reconciliation, grant invoicing or drawdowns, and report preparation.

* Communicates with fiscal for review, approval and drawdowns or invoicing of these amounts.

* Reviews travel, time and effort, and purchase invoicing as required for applicable awards.

* Provides additional review and signature authority for grant expenditures.

* Assists with grant auditing or review.

* Develops and maintains the Grant Compliance Management Procedure and develops processes as required for electronic workflow.

* Ensures SAM.gov Excluded Vendor searches are completed and staff are trained with searches.

Grant training

* Presents grant administration training to awardees and associated persons.

* Present college-wide training on grant processes and purposes.

* Facilitates trainings with staff in Banner and Ultimus systems to support the review of grant expenditures and form flow processes

* Communicates effectively with students, colleagues, and others.

* Interacts professionally and respectfully with students, colleagues, and others.

* Assesses individual and department work processes and recommends improvements.

* Complies with System and College protocols and departmental procedures.

* Obtains and maintains proficiency with required systems and equipment.

* Maintains confidentiality of student and employee information as required.

* Completes all required compliance training within the established timeline.

* Serves on committees and other groups as assigned.

* Works with the CCCS system regarding grant management.

Education:

* Bachelor's Degree from a regionally accredited institution.

Experience:

* Experience with Grant compliance.

* Experience in higher education.

Special knowledge, skills, and abilities:

* Knowledge of federal grants regulations and processes

* Proficiency with Microsoft Office software, especially Word, Excel, and Power Point
