The Director is a mission-focused advisor and strategic partner in leading teams and delivering customer service on executive resources, hiring and employment, learning and development, and policy development and implementation in all human resources program areas.Specifically, the Director:* Leads, develops, maintains, and coordinates the various elements of the Department's human capital management program and supporting policies to include coordination with other C suite, and DOJ lines of business.* Ensures and provides excellent customer service in consultative and advisory services to the CHCO, senior leaders and customers throughout the Department on human resources management matters, including executive resources.* Leads the development of human resources management policies, regulations, procedures, and programs to anticipate and meet the needs of the Department and to comply with governing statutes and regulations.* Provides leadership and oversight of HR operations services to the Offices, Boards, and Divisions (OBDs) within the Department. Services provided include the full range of human resources management functions (i.e., staffing, classification, employee relations, labor relations, learning and development, human resources information technology, and human resources policy and accountability).* Provides executive leadership to the Human Capital Executive Committee (comprised of all Component human resources leaders across the Department).* In coordination with the DAAG/HRA & CHCO, directs DOJ Strategic Human Capital efforts to strengthen an organizational culture of employee engagement in accordance with Departmental priorities and the Department's Human Capital Strategic Plan.* In coordination with the DAAG/HRA & CHCO, represents the Department in contacts with key officials of other departments and agencies, especially OPM and OMB, as Deputy CHCO and a member of the Chief Human Capital Officer's Council; and with participants in interagency deliberations on government-wide human resources/capital problems and policies.HelpRequirementsConditions of EmploymentAs a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.The application process used to recruit for this position is RESUME-ONLY.
