Job Summary
The Director of Human Resources provides leadership to Hillside, in collaboration with Programs and Support departments, in ensuring compliance with all federal, state, and local regulations while also championing employee health and well-being; consistent with Hillside's people first, tech enabled culture; and deployment of scalable compliance and employee health & well-being solutions.
Essential Job Functions
+ Oversee HR compliance function; ensure the organization adheres to all employment laws, contract requirements, and HR best practices, i.e., compliance with federal and state labor laws (e.g., ADA, FMLA, EEOC, etc.) and regulatory and standards changes - translating them into clear policies and practices
+ Oversee employee health function
+ Oversee internal audits related to HR practices to minimize risk and maintain high standard of accountability
+ Oversee the HR portion of Workers Compensation
+ Oversee the HR portion of the overall program lifecycle and related roadmap(s)
+ Oversee contractual processes within the Statewide Financial System (SFS) of New York
+ Oversee the HR portion of project initiation
+ Design and manage programs to support physical, mental, and emotional health in collaboration with other stakeholders, fostering a culture of well-being
+ Identify opportunities for system and business process optimization to maximize technical solutions for deployment of HR programs and processes across the entire agency; provide compelling business case to encourage adoption
+ Manage vendor relationships and ensures cost-effective and timely procurement of services critical to supporting key information systems co-owned by Human Resources and other stakeholders (e.g., risk management contracts)
+ Collaborate with stakeholders to provide consultation, process design and project management of HR program and process implementations and initiatives
+ Develop standard operating procedures, streamline workflows, and leverage technology to enhance the employee experience and drive organizational effectiveness
+ Collect, analyze, and interpret HR data to generate reports and provide insights to HR leaders and other stakeholders; build and maintain HR metrics in collaboration with Information Systems and key performance indicators (KPIs) to support data-driven decision-making to enhance the employee experience
+ Work closely with other departments such as Finance, Information Systems, Technology, and Legal to ensure alignment and collaboration on HR related matters
+ Support organizational change initiatives and ensure that HR processes adapt to changes effectively
+ While this job description covers many aspects of the role, employee may be required to perform other duties as assigned

Shares accountability when delegating and involves staff in setting their performance goals.
+ Governance: Ensures Hillside policies, procedures and all applicable governmental laws/regulations/guidelines are followed. Makes decisions and has authority to implement decisions in conjunction with the leadership structure of the given area of responsibility.
Education & Experience
+ Bachelor's degree in Human Resources, Business Administration, or related field required
+ Minimum of 7 years of progressive experience in Human Resources and/or Corporate Services, with at least 3 years in a leadership role required
+ Project management experience required
+ Government relations and/or public policy experience preferred
+ Paralegal experience preferred
Special Requirements
+ Unrestricted, valid NYS driver's license for minimum of 1 year with a clean driving record and minimum insurance coverage that meets agency standards.

+ Protective clothing or equipment required: Close toed shoes; Protective Shields, Universal Precaution PPE, Gloves for toileting and food preparation

$113,000 Minimum pay rate, $177,000 Maximum pay rate, based on experience.
