Job Type Full-timeDescriptionJob SummaryThe Director of Human Resources serves as a key member of Tulsa Airports Improvement Trust's (TAIT's) leadership team and is accountable for directing TAIT's human resources programs, as well as assuring compliance with applicable regulations. RequirementsPrimary ResponsibilitiesRecruiting, Staffing, and Retention•Strategically oversees all recruitment and selection processes to attract top talent for executive, professional, technical, administrative, skilled trades, and entry-level positions.•Cultivates partnerships with recruiters, staffing agencies, and community organizations to build a robust talent pipeline and ensure access to diverse, qualified candidates.•Implements and promotes employer branding strategies to position the organization as an employer of choice in the marketplace.•Develops and monitors metrics to assess the effectiveness of recruitment and retention strategies. •Leads initiatives to enhance employee retention, including onboarding programs, engagement strategies, and career development opportunities.Employee / Leadership Development•Implement a comprehensive employee performance management system to drive accountability, engagement, and professional growth.•Develop and execute leadership development programs, incorporating succession planning and career development to prepare future leaders and ensure organizational continuity.•Facilitates internal training programs while coordinating external training opportunities to meet employee development needs.•Partners with leadership to identify skill gaps and establish targeted development plans aligned with organizational objectives.•Evaluates the effectiveness of development initiatives through metrics and feedback, ensuring continuous improvement and alignment with business priorities.Employee Relations•Leads the investigation and resolution of employee complaints, policy violations, and workplace behavior concerns, ensuring thoroughness, fairness, and compliance with organizational standards.•Ensures corrective and disciplinary actions are applied consistently and equitably, adhering to organizational policies, procedures, and collective bargaining agreements where applicable.•Develops and promotes programs to foster a positive workplace culture, including employee recognition initiatives and social events that enhance morale and engagement.•Oversees and coordinates community involvement initiatives, such as the annual United Way campaign, to encourage employee participation and align with corporate social responsibility goals.Compensation and Benefits•Designs and implements progressive, market-competitive compensation and benefits programs that motivate, recognize, and reward employees while aligning with organizational goals.•Provides strategic leadership in the design and evaluation of benefit plans, serving as the Plan Administrator for all TAIT benefit offerings, including health and retirement programs.•Manages the enrollment and ongoing administration of employee benefits, ensuring seamless processes and clear communication to support employee understanding and engagement.•Analyzes compensation and benefits trends and benchmarks to recommend updates that maintain the organization's competitive edge in attracting and retaining talent.Payroll•Oversees all payroll functions, ensuring accurate and timely processing of employee compensation in compliance with organizational policies and regulatory requirements.•Monitors and manages employment verification processes to ensure timely and accurate responses in alignment with legal and procedural standards.•Continuously evaluates payroll systems and processes, implementing improvements to enhance efficiency, accuracy, and user experience for both employees and management.Compliance•Develops, implements, and enforces comprehensive human resources policies and procedures, ensuring alignment with legal requirements and organizational standards; investigates and addresses potential violations promptly and effectively.•Designs and delivers training programs to educate employees and managers on compliance with internal policies and external regulations, fostering a culture of accountability and awareness.•Prepares and maintains all government-mandated reports related to employment, workplace safety, and workers' compensation, ensuring timely submission and adherence to regulatory standards.•Regularly monitors changes in employment laws and regulations, proactively updating policies, procedures, and training to mitigate risks and maintain full compliance.Qualifications Training & Experience: Bachelor's degree in business, human resources or related field and 10 years of progressively responsible human resources experience. Experience planning, directing and implementing enterprise-wide organizational transitions. In-depth knowledge of and experience in both union and non-union environments. Broad HR generalist knowledge and work experience encompassing recruiting, development, benefits administration, compensation, payroll and safety / workers compensation. Knowledge, Abilities and Skills: Comprehensive knowledge of all disciplines within the human resources profession; demonstrated conflict resolution skills with ability to facilitate resolution of employee complaints and grievances; demonstrated ability to maintain confidentiality and exercise sound judgment in response to sensitive inquiries or complaints; demonstrated strong interpersonal and communication skills, with ability to be responsive and persuasive at all levels of the organization; written communications skills needed to produce policies, employee and manager communications, announcements, and training materials. Physical Requirements: Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard and telephone; occasional lifting up to 10 pounds; frequent carrying, pushing and pulling up to 5 pounds with occasional carrying, pushing and pulling up to xx pounds; vision, speech and hearing sufficient to perform the essential tasks. Licenses and Certifications: Possession of HR, compensation, and/or benefits certification preferred; must possess a valid Oklahoma Class D Operator's License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge. Working Environment: Working environment is primarily indoors in an office setting; works extended hours, outside of regular shift schedule, as required by operational needs.
