HYBRID ROLEJOB TITLE: Director, Human Resources OperationsFLSA: ExemptREPORTS TO: Sr. Director of Human Resources or Chief HR Officer (CHRO)INTRODUCTION Reporting to the Sr. Director of Human Resources or the CHRO, the Director of HR Operations provides strategic HR support to leadership. Acting as a collaborative consultant, this role works closely with operational and clinical leaders to address HR matters, translate strategies into actionable objectives, and facilitate pathways for teams to achieve them. Responsibilities include developing Human Resource programs and policies covering employment, compliance, and employee relations in accordance with established corporate policies and procedures. This role focuses on maximizing the employee value proposition and enhancing relations to optimize performance and engagement. MAJOR DUTIES/ESSENTIAL FUNCTIONS
  • Assist with the development and implementation of HR operation strategies aligned with organizational goals.
  • Provides management oversight and coaching of the HR Operations Team including HR Business Partners and Service Center Teams, if applicable.
  • Build Relationships to facilitate offering advice and guidance to employees, HR professionals (HRBP for HR Team), and managers on a wide range of HR topics.
  • Develop and implement systems and processes that ensure the effective and efficient onboarding of new employees & leaders.
  • Lead the creation and implementation of HR policies and procedures.
  • Manage employee engagement initiatives and foster a positive work culture.
  • Proactively assess team and manager development needs, make recommendations, and implement appropriate solutions.
  • Analyze HR metrics and data to inform decision-making and drive continuous improvement.
  • Maintain a working relationship with Union officials and adhere to terms of labor contract by monitoring day-to-day implementation of policies concerning wages, hours and working conditions.
  • Represent management in investigating, answering and settling grievances by arranging and scheduling grievance hearings between union personnel, supervisor and management team.
  • Direct, develop, recommend and implement approved programs and policies to ensure enhancement and acceptance of diversity and proper EEO/AAP/ADA/DOL/HRSA compliance.
  • Ensures the company compliance with employment laws and regulations at all levels. (or) Maintain in-depth knowledge of legal requirements (federal, state and local) related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
  • Benchmark, analyze, report on and make recommendations for the improvement and growth of the HR Employee Relations area.
  • Monitor and stay abreast of employee relations trends and practices through the analysis of external HR metrics and internal Key Performance Indicators.
  • Assist with escalated governmental and regulatory labor-related issues.
  • Act as the liaise to Centers of Excellence (COE)
  • Other duties as assigned by management.
QUALIFICATIONS
  • Bachelor's degree or higher from an accredited college or university with major course work in Human Resource Management, Business or Public Administration, or closely related field.
  • 5+ years of experience in employee relations or human resources management, including at least 2-3 years in a supervisory position, or an equivalent combination of related training and experience.
  • Labor Relations experience highly preferred.
  • Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), or SHRM Senior Certified Professional (SHRM-SCP) preferred.
  • Considerable knowledge of HR best practices, compliance requirements, and employment law.
  • Thorough knowledge in the areas of merit systems; job content, qualifications, educational and training requirements of a wide variety of occupations and wage and salary administration.
  • Superior organizational skills to appropriately delegate a variety of professional and clerical tasks to subordinate staff.
  • Demonstrated ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.
  • Excellent oral and written communication skills and ability to prepare comprehensive reports and represent ideas clearly and concisely.
  • Ability to exercise judgment and discretion in establishing and maintaining good working relationships with all levels of employees.
  • Experience working with Federally Qualified Health Centers (FQHCs), non-profit mission-based organizations, or in healthcare preferred.
  • Ability to travel up to 25% to clinical, client and vendor sites throughout Washington DC is required if needed.
PHYSICAL REQUIREMENTSRequires no heavy lifting, and nearly all work is performed in an office environment. Specific vision abilities required by this job include close vision and ability to adjust focus. Frequently required to sit, use hands/fingers to handle or feel, and talk/hear. Requires critical thinking, organizational, decisive judgment, communication, good customer service skills. Must be able to handle multiple tasks, be able to work in a stressful environment and take appropriate actions as needed. Must always follow Unity Healthcare and departmental policies and procedures.
