Job Description:
New York City Health and Hospitals (HHC) is seeking a Director to direct and design the development, maintenance and operation of computer based information systems and data processing applications to meet the objectives and requirements of the Corporation through providing reports, information, documentation and statistical data to facilitate the decision making process, planning, control, audit and review of Corporation plans and objectives.General Tasks and Responsibilities Will Include:
  • Lead construction, maintenance, & optimization of data pipelines
  • Drive automation through effective metadata management, using innovative and modern tools, techniques, and architectures to improve productivity
  • Lead renovation of the data management infrastructure to drive automation in data integration and management
  • Collaborate with multiple Analytics Center of Excellence teams and EIM team in refining their data requirements for various DnA initiatives and data consumption requirements
  • Identify gaps in new data initiatives and address new data requirements
  • Transfer knowledge of data and/or domain understanding in addressing new data requirements
  • Propose appropriate (and innovative) data ingestion, preparation, integration, and operationalization techniques to optimize data requirements
  • Work with data governance teams to ensure data scientists and consumers use corresponding data responsibly through data governance and compliance initiatives
  • Design and implement data quality monitoring systems, including source-to-target data validations and anomaly detection
  • Evaluate the feasibility of E.D.P. systems development and operating costs relative to benefits and objectives of the Corporation. Approve systems design
  • Participate with technical, professional, and managerial personnel in the analysis of proposed projects and programs and approve project requests from user departments and hospitals within the Corporation
  • Approve the selection of computer, communications, and peripheral equipment to meet program design and applications of projected requirements and workloads based on cost considerations, performance specifications, demonstration of performance, vendor support, care of operations, maintenance, and all technical factors
  • Approve programming language to be used and standards for the use of specific compilers, assemblers, communications, processors, and other equipment
  • Approve and establish programs for the development and implementation of operating systems to enable the Corporation's computer and related equipment to operate most efficiently
  • Develop, establish, maintain, and control appropriate levels of equipment and personnel consistent with the total Corporation's needs through integrating existing and emerging E.D.P. systems and applications into optimum management information systems and programs
  • Forecast and plan the growth of the department, developing the necessary personnel services and equipment budget
  • Review the process of major information systems projects and data processing operations, correcting deficiencies in project fulfillment, slippages in schedules, cost overruns, and operational inefficiencies
  • Organize the department to respond promptly to the needs of other departments and maintain flexibility of operations
  • Establish and develop liaison with senior corporate management, user departments, hospitals, consultants, and contractors engaged by the Corporation with regard to the services of the department
  • Direct planning, scheduling, and budgeting of approved projects within the department to meet requirements of implementation within time and cost estimates
  • Select personnel, recommend appointments, personnel changes, and placements
  • Evaluate personnel performance, make recommendations regarding placement, salary changes, reclassifications, transfers, promotions, releases, and disciplinary action where appropriate in the implementation of the Corporation's Personnel Rules and Regulations
  • Direct the development of technical and professional education programs for departments to ensure that proper levels of professional and technical proficiency are maintained
  • Assess the level of departmental employees' morale, establish work performance standards, resolve employees' complaints and grievances, provide leadership to attain effective productivity levels, and initiate actions and recommendations to accomplish the Department's objectives
Qualifications Required:
  • Minimum 7 years of work experience in data management disciplines, including data integration, modeling, optimization and data quality, and/or other areas directly relevant to data engineering responsibilities and tasks.
  • Minimum 7 years of hands-on experience designing and implementing production-grade data warehousing solutions on large-scale databases such as SQL Server, Oracle, or DB2.
  • 5+ years of data pipeline development experience with Informatica PowerCenter.
  • 3+ years of experience with advanced analytics tools for object-oriented/object function scripting using languages such as R, Python, Java, C++, Scala, and others.
  • 3+ years of experience with Shell/Perl scripting.
  • 5+ years of experience with popular database programming languages including SQL, PL/SQL (required), and others for relational databases, and certifications on upcoming NoSQL/Hadoop-oriented databases (preferred), such as MongoDB, Cassandra, and others for non-relational databases.
  • Minimum 2 years of designing and implementing a fully operational production-grade large-scale data solution on Snowflake Data Warehouse.
  • A Baccalaureate Degree with a major in Mathematics, Engineering, Business Administration, Accounting, Finance, Economics, or related disciplines; and,
  • A minimum of eight years' experience in the field of data processing and computer systems and applications; and,
  • At least three years' experience in a managerial position as head of an E.D.P. or Information Systems Department, Manager of Systems Analysis or Development, or Manager of Programming; and,
  • Strong technical knowledge of computer systems capabilities, administrative and financial E.D.P. systems and applications, and computer usage in the health care field; or,
  • An equivalent combination of education, training, and experience indicating the ability to perform satisfactorily.
Preffered Skills:•Hands on experience with Palantir Foundry + AiP•Preferred experience in working with data science teams in refining and optimizing data science and machine learning models and algorithms•Full Lifecycle Data Warehouse, Data Mart Development experience is a big plus.•Agile Software development methodologies•Preferred experience with any automation tool such as AutoSys, Cntl-MAdditonal Information:
