Job Purpose

The New York Director of Regulation and Pricing will be responsible for developing strategies that meet our customers' needs, achieve timely cost recovery, optimize regulatory performance, and enhance the company's revenue generating capability.

Responsibilities include oversight of regulatory filings; strategic and tactical pricing and cost recovery proposals for rate cases and other State initiatives; work with Revenue Requirement and Pricing directors on revenue requirement and pricing matters; New York regulatory relationship strategies; wholesale market strategies and policies; and New York Performance Reporting.

Key Accountabilities
  • Works with the business to develop strategies to achieve National Grid's business goals through state regulation.
  • Guide and support the Revenue Requirements and Pricing teams in preparing and reviewing electric and gas distribution revenue requirements and pricing, analysis and related tasks; utility rate case filings and cost recovery reconciliation filings to regulators involving certain capital investments, operating costs, and retirement plan costs; develop and enhance new revenue requirements models for rate filings; develop innovative pricing strategies.
  • Collaborate and coordinate with various areas of the business on the development of proposals, the preparation of filings, and the implementation of approved programs, often serving as consultant to the departments to provide for timely, efficient, and accurate implementation; and act as or support the Company's expert witness as necessary.
  • Responsible for the responses to information and data requests from regulators in New York.
  • Responsible for regulatory compliance reports, pricing reports, and any other regulatory reporting or ad hoc analysis as required.
  • Drive to decision making on revenue requirement and pricing matters including developments in rate making principles and procedures, when appropriate (i.e., other gas/electric company representatives; regulators, Company management) with internal and external stakeholders.
  • Work with Vice President of NY Regulation and other senior leaders to develop innovative approaches to all aspects of rate making and cost recovery mechanisms.
  • Work closely with the NY Financial Analysis & Performance team to ensure alignment of recovery proposals with the NY jurisdictional business plans and forecasting, where possible.
Your Knowledge & Experiences
  • The position requires a detailed understanding and knowledge of regulatory rate making, pricing, base rate cases, specific cost recovery mechanisms and the implications of developing technologies and legislation and their interplay with traditional cost recovery.
  • Strong leadership skills with the ability to analyze complex business issues and provide strategic direction on regulatory matters.
  • Demonstrated ability to understand, analyze and prioritize a broad range of issues coupled with strong decision-making skills.
  • Knowledge of utility finance, economics, accounting, ratemaking and revenue requirements.
  • Experience in financial and business case development and analysis.
  • Excellent problem solving and strategic skills.
  • Ability to establish credibility and maintain relationships both internally and externally.
  • Ability to communicate and work with people at all levels and across organizational boundaries, including ability to comprehend and explain highly complex information to a less technical audience.
Qualifications
  • Bachelor's Degree in Accounting, Finance, or related field/foreign equivalent with a minimum of ten (10) years' work experience within the utility industry and government in a regulated environment.
  • Master's Degree preferred.
  • Demonstrated knowledge in the areas of utility rate cases, revenue requirements and other cost recovery mechanisms.
  • Demonstrated strong analytical skills and good business judgment through actual experience that will allow for the contribution towards developing innovative solutions and their implementation.
  • Demonstrated strong communication skills, both written and oral, to establish a high level of confidence with more senior leadership and regulatory agencies.
  • Must have strong Excel skills and experience using Microsoft Suite applications.
  • A valid driver's license is required with a safe driving history that meets National Grid's Safe Driver policy.

Upstate, NY: $148,000 - $174,000

Downstate, NY: $178,000 - $209,000
