About The Job:
The Oklahoma State Treasurer (OST) is seeking a detail-oriented and hard-working individual with considerable managerial, project management, and banking experience to join our team. The Director of Banking & Treasury Services is responsible for a division of six staff and for providing direction and leadership in administering the assigned programs and activities of the Banking & Treasury Services division within the Office of the State Treasurer.
General Function:
This position reports to the Deputy Treasurer for Operations and is assigned responsibilities involving professional level work in managing, coordinating, or directing the banking and treasury program for the Office of the State Treasurer, providing staff services in various management areas, direction of a major operating division, program, unit, or functional area, or similar responsibilities that has statewide impact.
This may include serving as an operating program manager assigned administrative, staff, or program responsibilities, coordination, promotion, and improvement of programs, providing services in the areas of formulating agency policies or operating procedures, preparing agency budgets, fiscal management, human resources administration, physical plant operations, or other management functions, supervising specialized agency services, performing highly technical managerial or administrative support duties for executive level positions, or directing and coordinating volunteer or educational programs, and other comparable responsibilities.
The Banking and Treasury Services Division (Division) of OST provides services similar to a traditional bank maintaining a cashier function at the State Capitol for cashing state warrants, accepting deposits from state agencies, cashing personal checks for state officials and employees, providing or arranging change orders for state agencies, processing stop payments or cancellations, posting deposits and transfers between accounts, and processing returned items. The Director is responsible for daily performance that ensure accurate and timely processing and recording of receipts and disbursements in compliance with various financial industry rules and regulations, state laws and agency policies.

Physical Demands and Work Environment:
Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to communicate, move about inside the office, perform keyboard and 10-key entries. This position requires long periods of remaining in a stationary position and daily use of a computer and telephone.
Essential Functions:
The functions within this job family will vary by level, but may include the following:
* Plans, organizes and/or directs a component of an agency or institutional program or a major division, program, or function established to accomplish a basic goal or mission of the agency.
* Direct subordinate managerial staff and lead a team of employees.
* Ensures the Division is sufficiently staffed and that the staff is adequately trained.
* Responsible for promoting teamwork, and the cross training of employees.
* Interprets and advises agency personnel and the public on departmental rules, regulations and laws governing the operation of the agency, division, or department programs.
* Prepares administrative, statistical and/or fiscal documents.
* Provides supervision or direction to assigned staff in planning, promoting, and implementing programs in accordance with agency policies and goals.
* Advises on future resource requirements, priorities for programs and activities; estimates timetables for accomplishing assigned activities.
* Develops policies, rules, and regulations consistent with state and federal laws pertaining to administrating programs.
* Plans, develops, and conducts training, seminars, meetings, or clinics as required; represents the agency at meetings, seminars, and conferences.
* Drafts policies and procedures and develops contract or grant proposals.
* Other duties as assigned.
Complexity Of Knowledge and Abilities:
Knowledge of
* General accounting principles.
* Check 21 processing, deposit operations.
* ACH processing, PCI-DSS requirements, Federal Reserve processing policies and procedures for adjustments, exceptions and returns.
Ability to
* Use good judgment and critical thinking.
* Read, interpret, and apply various rules and regulations.
* Serve as the point person for the escalation and resolution of more complex servicing issues.
* Be proficient with PC office software, desktop tools, and data entry ability.
* Cope with stress related to standard job functions, including but not limited to meeting deadlines, receiving customer complaints, and finding resolutions to the same, interactions with internal and external clients, multitasking and ability to handle a high volume of work assignments, and all other duties as assigned.
* Be detail-oriented, demonstrate a variety of operational strategies, research, and investigative techniques.
Education and Experience Requirements:
Requirements at this level consist of
* Completion of a Bachelor's degree or greater in the areas of Business, Finance, Public Administration or Accounting; plus; seven (7) years of professional experience in banking or corporate treasury services with a minimum of three (3) years of people management experience OR;
* Ten (10) years of professional experience in banking or corporate treasury services with a minimum of three (3) years of people management experience.
* Experience in actively leading or having a significant role in conversion projects; Accredited ACH Professional certification; and/or previous knowledge of or experience with banking core systems is strongly preferred.
* Preference is given to applicants with experience in Microsoft Office products particularly Excel and Word, PeopleSoft Financials, exporting data generated from queries and reports to relevant file formats and experience with Microsoft Excel for manipulation and analysis of data and various Excel functions and tools.
* Additional consideration will be given to applicants who possess certifications or qualifications that demonstrate expertise in this career field.
Special Requirements:
* Core working hours are Monday through Friday, 08:00 am to 5:00pm.
* All new hire employees are subject to a minimum 6-month to 1-year trial period.
* This position is at-will and FLSA Exempt.
