Job Description:
The Director of Behavioral Health Operations and Clinical Services oversees all aspects of clinic operations and clinical services, ensuring efficient and effective delivery of behavioral health services to our clients. This role serves as a liaison between providers, administration, and supporting departments within YSS. The Director supervises Intake Specialists (IS) and Administrative Specialists (AS) within the Behavioral Health Outpatient Clinics, ensuring a welcoming and professional environment for all clients and visitors.This individual provides overall leadership and direction for clinic operations, assists with the planning and growth of the clinic, and balances the urgency of tasks to ensure timely services are provided to clients and staff. The Director maintains data integrity and confidentiality when working with the Client Management System (CMS).Additionally, the Director provides clinical expertise to enhance the effectiveness of services and ensures that YSS outpatient behavioral health services meet professional and ethical standards. This role oversees the development and design of treatment and quality management measures, such as outcome studies, client satisfaction surveys, and other reports that measure treatment effectiveness. The Director also provides oversight and leadership of clinical operations and clinicians, offering mentoring and supervision to licensed therapists and other clinical providers. The Director may also carry a client caseload and serves as a role model in providing quality care.ESSENTIAL FUNCTIONS/TASKS/EFFORTLeadership and Strategy:Develop and implement a comprehensive strategic plan for the Behavioral Health Outpatient Clinics, aligned with YSS mission and vision.Lead and mentor a team of Intake Specialists, Administrative Specialists, and Welcome Team teammates, fostering a culture of collaboration, accountability, and continuous improvement.Partner with the VP of Programs (Behavioral Health) and other YSS leaders to ensure seamless integration of clinic operations with broader organizational goals.Identify and implement process improvements to streamline operations, maximize efficiency, and improve client service delivery.Conduct regular data analysis to identify trends, track performance metrics, and identify areas for optimization.Maintain credentialed status to provide clinical supervision to interns and temporarily licensed therapists.Provide high-level clinical expertise to ensure the effectiveness of behavioral health programs and outcomes.Provide supervision, consultation, orientation, and training to behavioral health professionals.Meet with assigned supervisees regularly, providing support for their professional growth, career development, and/or disciplinary intervention as deemed necessary.Provide leadership and consultation to help in the growth of behavioral health services.Collaborate with Behavioral Health Leadership as a member of the leadership team. Oversee the implementation and ongoing fidelity of evidence-based practices.Provide trainings to other departments or within the community as determined necessary.Change Management:Champion and lead the implementation of new initiatives and programs within the Behavioral Health Outpatient Clinics, in collaboration with the VP of Programs (BH).Effectively communicate changes to team members and stakeholders, addressing concerns and ensuring smooth transitions.Develop and implement training programs to equip team members with the skills and knowledge necessary to adapt to new processes and procedures.Foster a culture of innovation and continuous improvement, encouraging team members to identify and propose operational improvements.Sales and Business Development:Develop and execute strategies to expand the reach of the Behavioral Health Outpatient Clinics and increase client volume and retention.Build strong relationships with referral partners and community agencies to generate new client leads.Work collaboratively with the YSS Business Development team to promote the clinic services to the target population.Financial Management:Develop and manage the budget for the Behavioral Health Outpatient Clinics, ensuring financial responsibility and efficient resource allocation.Monitor clinic revenue and expenses, identifying and implementing cost-saving solutions.Work with YSS leadership to secure funding and resources to support clinic operations and growth initiatives.Manage to aggressive financial goals in support of the agency mission.Ensure that risk management standards are observed and that there is a safe and secure program structure within facilities.Set and evaluate staff production quotas. Authorize expenditures within budgetary limits.Patient Experience and Outcomes:Oversee the delivery of best-in-class patient experiences, ensuring that clients receive high-quality care in a compassionate and supportive environment.Collaborate with the VP of Programs (BH) to develop and implement strategies to improve patient outcomes and satisfaction.Identify opportunities to refer patients to additional YSS resources that can provide complementary services and enhance overall outcomes.Therapist Responsibilities:Provide therapeutic treatment in individual, group, and family sessions.Document all client interactions as per agency using proficient computer skills.Meet agency-established expectations for the average of client services provided in a week/month.Communicate and collaborate effectively with coworkers, youth, families, and other entities involved in the care and treatment of the identified client.Participate in required activities to maintain fidelity of evidence-based practice.Provide crisis intervention to youth and families as needed, including in emergency situations.Share on-call rotation periodically to support after hours and on weekends.Attend all mandatory meetings and trainings.Lead and manage clinicians, ensuring they meet required supervision and licensing requirements.Review the operations and work product of temporarily licensed clinicians, including signing off on notes after comprehensive review for compliance.Lead case reviews to ensure the clinical team aligns with the clinical philosophy of YSS.Create safe spaces for clinicians to share case studies, provide and receive mentorship, and develop camaraderie and community while building confidence as clinical providers.Employee Engagement and Performance:Serve as a catalyst for employee engagement within the Behavioral Health Outpatient Clinics, creating a positive and supportive work environment.Drive the achievement of scorecard metrics for the outpatient division of YSS, ensuring that team members are motivated and empowered to deliver exceptional results.Foster a culture that supports the growth and development of team members, providing opportunities for professional advancement and skill enhancement.Implement initiatives to make YSS the employer of choice for individuals seeking fulfilling and meaningful careers.Compliance and Quality Assurance:Ensure adherence to all applicable regulations, licensing requirements, and best practices in behavioral healthcare.Oversee the implementation of quality assurance programs and continuously monitor clinical outcomes.Lead the clinic preparation for accreditation surveys and audits.Ensure compliance with all relevant regulations and standards.Manage risk within the clinic operations. Report issues and concerns to Leadership.Strategic Planning:Assist Behavioral Health Leadership with the development and implementation of quality assurance and utilization review policies and procedures.Motivate staff and organize resources to fulfill annual goals and quarterly rocks.Bridge Builder:Build a team within each program to share information and resolve issues.Ensure a good working relationship with major referral agencies and outside stakeholders.General:Commitment to agency core values and mission.Understand and adhere to accreditation standards, agency policy, and licensing requirements.Respond in a timely manner to internal and external stakeholders.Lead a culture of Trauma-Informed Care and model positive interactions at all times.Maintain the ethics, core values, and expectations of the therapist professional organization and that of the agency.NON-ESSENTIAL PRIMARY FUNCTIONSOperations:Ensures adequate coverage of Behavioral Health Clinics during all business hours, including evenings, as needed.Orders necessary supplies as requested by Behavioral Health staff.Maintains effective communication with all departments.Runs reports and reviews data to determine trends, flow, and possible outcomes to assist with budget and revenue planning.Maintains and manages special programs (e.g., Ames Crisis, Informal Funding).Ensures adherence to fiscal policies and procedures.Lead Manage Accountability:Ensures that Behavioral Health staff utilize the Client Management System (CMS) to fidelity.Assists in the staff training process for the CMS and provides ongoing technical assistance when needed.Oversees and has the ability to fill in and carry out all Intake Specialist duties.Evaluates overall results and outcomes of annual objectives and supports the Business Development Team.Record and Data Integrity:Assists in the continued development and evolution of the CMS.Ensures data integrity within the CMS.Works with the Behavioral Health Outpatient Leadership and the Director of Quality and Compliance by monitoring and implementing quality assurance/program improvement standards in compliance with CARF and other licensing requirements.Informs the Behavioral Health Outpatient Leadership about compliance needs/issues regarding agency and program policies/procedures and assists in the implementation of changes or additions to policies and procedures to maintain best practice.Processes and fulfills all Social Security Disability Records requests.This description is not a complete list of the responsibilities of this position.
