Position Description:
The role of the Director, Behavioral Health is to lead a team of providers in offering high quality mental and behavioral health care within a primary care setting. The Director assists the Chief Behavioral Health Officer (CBHO) in strategic planning for the department; upholds quality and medical home standards; holds accountability for budget planning and attainment of budget goals; oversees recruitment and retention of providers; ensures clinical competency of behavioral health providers; and implements improvement initiatives and innovations including integration with all service lines at Peach Tree Health.

Qualifications
Licensed Clinical Social Worker (LCSW), Licensed Marriage Family Therapist (LMFT), Psych Nurse Practitioner, Psychiatrist or Psychologist-licensed in the state of CA
Work Experience
* 3-5 years outpatient behavior health experience
* Experience with Managed Care and Medi-Cal billing and coding
* 2-3 years Supervision experience
* Bilingual (Spanish or Punjabi) preferred

Areas of Responsibility
Clinical Responsibilities:
* Provides psychosocial assessment and referral, behavioral interventions, education, and short-term psychotherapy to adult and pediatric primary care patients with mental health, substance abuse, and medical compliance issues.
* Ability to assign a diagnosis based on DSM criteria and identify appropriate treatment plan.
* Provides crisis intervention as indicated.
* Provides consultation to medical providers regarding the behavioral health components of a patient's presentation and develops collaborative plans to address symptoms and enhance functioning.
* Provide clinical supervision to associate level providers and sign off on Behavioral Board of Sciences hours.
* Assesses the mental health and substance use treatment needs of the program and evaluates the effectiveness of existing programs; develops and implements new programs or modifies existing programs as needed in collaboration with CBHO.
Management Responsibilities
* Strategic Planning:
* Assists the CBHO in strategic planning of Mental and Behavioral Health services for both growth and sustainability.
* Develops and recommends in collaboration with CBHO the behavioral health department goals, objectives and policies.
* Influences and collaborates across departments to achieve all strategic planning goals.
* Budget and Financial Health:
* Directs the collection of statistical or fiscal information, electronic medical records, and other data as needed to evaluate and monitor performance of programs and services and prepares reports.
* Monitors monthly productivity reports and outstanding billing reports; creates actions plans for necessary improvements, and reports progress to CBHO monthly in supervision.
* Directs and reviews grant and contract preparation, grant and contract management, and compliance with reporting and fiscal management requirements.
* Operations:
* Strategizes methods to offer patient centered access to BH services and develops programs accordingly.
* Coordinates interagency, multidisciplinary collaboration with community organizations, health providers and other governmental jurisdictions.
* Works with Operational Managers and Director of Operations to set standards and meet metrics throughout organization. Operational metrics include mental health and substance use scheduling, flow of appointments, intake an level of care process, referral and consultation practice, and implementation of new services.
* Writes and edits policies and procedures for BH services to meet all regulatory/licensing requirements and identified organizational needs.
* Population Health and Quality Improvement:
* Collaborates with Director of Population Health to obtain operational and clinical data and utilizes data to lead mental health team in initiatives of clinical systems improvements, health information technology innovations, and new methods of care delivery.
* Develops manager and staff facing clinical quality dashboards in partnership with Population Health team. Uses actionable data from dashboards to drive improvements at all levels of BH services.
* Refines Integrated BH care models (i.e. collaborative care) for the unique needs of Peach Tree Health and implements relevant models as indicated.
* Partners with Medical Services to build integrated BH workflows with a special focus on Transitions of Care within and across departments.
* Partners with Community Health department to develop social needs screening workflows, internal and closed loop referral processes, case management pathways, and complex care management programming.
* Supervises the behavioral health providers in standards of care and documentation with metrics.
* Recruitment and Retention:
* Work with CBHO and Human Resources to create a yearly recruitment plan.
* Interview applicants and work with HR on other aspects of recruitment process.
* Participates in recruitment, hiring, orientation and training of staff, and orientation of paid and unpaid counselors, volunteers, students and interns.
* Implement onboarding process for new providers.
* Collaborates with HR to create and update behavioral health provider job descriptions.
* Collaborates with HR to analyze retention strategies for providers of department and implement processes for provider well-being and career growth.
* Provider Competency and Supervision:
* Provides organizational supervision and direction to clinical members and other leadership of the behavioral health team.
* Ensures appropriate training of department staff in accordance with PTH policies and procedures, personnel rules, and in accordance with current standards of behavioral health practice and professional licensure as appropriate.
* Monitors competency standards and evaluative techniques for behavioral health providers.
* Selects, assigns, directs and evaluates the performance of subordinate management and supervisory personnel, and participates in determining qualifications, skills and training needs for multidisciplinary program staff. Supervises providers via goal setting, coaching, and mentoring to achieve organization goals.
* Conducts privileging and credentialing reviews for all new and existing behavioral health providers.
* Ensures departmental peer review process and reports results to Quality Assurance, Risk Management, and Human Resources. Utilizes peer review and chart audit processes in the initial and re-appointment of providers.
* Oversees compliance and policies related to behavioral health compliance.
* Meetings and Collaboration:
* Participates as requested other administrative and quality meetings as assigned by the CBHO.
* Coordinates and participates in a variety of staff and departmental meetings to ensure quality care and service delivery, including utilization review
Travel Requirements
Will travel to other sites to attend meetings or training; occasionally overnight for training.
