Job Description:

SUMMARY OF POSITION: Under the direction of the Vice President for Operations and Chief Financial Officer, the Director of Campus Safety provides strategic and operational leadership for the university's safety, security, fire safety and emergency preparedness which are 24/7/365 operations. The Director is responsible for setting the team vision, strategy and direction of the programs, providing technical guidance, risk analysis, training and inspection services to ensure the effective performance of the department alongside compliance with federal, state and local agency standards and regulations. The Director is responsible for planning, budgeting, directing, coordinating, managing and staffing all activities of the department for its continued and efficient operation; for the development and enforcement of rules, regulations, and policies within the department; for the completion and distribution of such reports as may be required by appropriate authorities; and for the departments' relations with the campus community, administrators, and other agencies.

ESSENTIAL DUTIES/ NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

Administrative and Supervisory (50%)

* Leads, plans, organizes, manages, and directs all activities of campus safety, security and emergency preparedness in accordance with university procedures and policy on college campuses and centers as well as off-campus sites.

* Develops and maintains excellent working relationships with a diverse group of students, faculty, staff and external customers/constituents.

* Supports and collaborates with departments across campus on a daily basis.

* Promotes a positive image of the University when handling customer/client problems by treating each individual with respect and resolving their concerns/complaints in a professional manner.

* Engages in learning best practices including the latest innovations in technology for campus safety and security teams.

* Develops and implements comprehensive public safety programs, policies, and procedures.

* Manages campus parking and traffic procedures consistent with applicable laws and regulations.

* Investigates or directs the investigation of all violations of university policies, misdemeanors, and

* Collaborates with departments across campus including student organizations in the planning and preparation of events. Schedules security and oversees safe practices for campus events and is willing to be on call or available at events when necessary.

* Provides overall supervision and leadership to a staff of 14 fulltime employees while maintaining necessary coverage for shift operations within a 24 hours operational environment. Directly supervises and routinely checks in with:

* (1) Administrative Assistant/Clery Compliance Officer,

* (1) Campus Fire Marshal/Emergency Preparedness Director,

* (1) Sergeant - Training Sergeant

* (1) Sergeant - Shift Commander (Second Shift)

* (1) Sergeant - Shift Commander (Third Shift)

* Interviews, selects, trains, and evaluates performance of departmental staff.

* Ensures appropriate personnel staffing for daily routines and special events including a willingness to take extra shifts and call responsibilities to best support the department and university.

* Maintains awareness of all applicable local, state, and federal laws related to campus safety and security in higher education.

* Creates and maintains a positive working relationship with Spartanburg Police, Spartanburg Sheriff's Dept, and other agencies with other higher education facilities.

* Approves and tracks all campus safety and security related incident reports.

* Provides timely reports to appropriate internal and external stakeholders regarding potential and actual safety and security concerns, and proposes proactive and responsive measures to address such concerns. Reports may include communications with the Board of Trustees, campus leadership, students, and other community stakeholders through reports such as the Annual Security and Fire Safety and Clery Report.

* May be called upon to assist in injury/accident, student conduct and Title IX investigations as

* Develop and maintain a departmental budget. Order resources as needed in collaboration with the Vice President for Operations and Chief Financial Officer.

Prevention (20%)

* Ensures recurring inspections of all campus facilities are in compliance with applicable university, city and state regulations.

* Ensures adequacy and operation of safety equipment, such as fire extinguishers, and smoke detectors, in collaboration with campus fire marshal, security and maintenance.

* Inspects facilities to identify risk exposures relative to life safety and fire prevention, develop control measures, and implement corrective action plans.

* Monitors and maintains camera, key and card access systems to grant permissions and ensure that units are functioning properly.

Emergency Management (20%)

* Assists local fire and law enforcement personnel during on campus emergencies.

* Capable of acting as an Incident Commander during emergencies.

* Evaluates and continuously improves disaster control designs, methods, procedures and programs to enable the college to address a wide variety of natural and man-made disasters.

* Supports the planning and conduct of emergency exercises and recommends improvements for hazard mitigation resulting from these exercises.

* Responsible for the management of the university's emergency alert system.

* Ensures the University maintains working relationships with local, county, and state emergency services through attending training and planning meetings.

* Responsible for the management of the University's Emergency Action Plan.

Other responsibilities deemed necessary by the VP of Operations and Chief Financial Officer (10%)

JOB QUALIFICATIONS:

Minimum qualifications:

* Associate's Degree or at least five years' experience relating to safety/security, emergency preparedness, fire prevention, and/or occupational safety.

* Demonstrated leadership and supervisory skills.

* Demonstrated ability to perform under stress and intense pressure.

* Effective oral and written communication skills demonstrating tact and diplomacy.

* Valid driver's license with clean driving record.

Preferred Qualifications:

* Bachelor's degree in the field of law enforcement.

* At least five years of continued progressive experience in a law enforcement/security department in a higher education facility.

* Extensive knowledge of federal, state, and local laws, policies, and procedures that promote campus security.

* Working knowledge of Clery Act, Title IX, and VAWA.

* Demonstrated ability to implement a comprehensive safety/security and emergency response plan.

Knowledge/Skills/Abilities:

* Excellent communication & interpersonal skills amongst university students, a professional faculty and staff team, law enforcement officers, and the public

* Strong progressive leadership & motivational capabilities.

* Demonstrated ability to lead by example.

* Appropriate safety & emergency training experience.

* Demonstrated organizational skills and the ability to prioritize tasks.

* Able to issue clear directives to members of the Campus safety team.

* Experience in facilitating complaints, settling disputes, and resolving grievances and conflicts in a college or university setting.

* Able to make spur of the moment decisions for any campus related issue or incident reflective of sound judgment and reflective of university, state and federal rules and regulations.

* Advanced proficiency in policy and training material writing.

* Extensive knowledge of State & Federal statutes required.

* Able to prioritize tasks and work autonomously in a fast-paced environment.

* Able to meet the physical demands that are represented by the essential functions of this job.

* Available for on call response during emergencies or high demand needs.

* Must be able to qualify for and maintain the required license from South Carolina Law Enforcement Division (SLED). See additional requirements in the Licenses section below.

* Must maintain a valid South Carolina driver's license.

* Must pass a criminal background check.

* Must pass a drug screening test.

GUIDELINES AND SUPERVISION: Must possess the ability to function with minimum supervision.

Work Schedule: Full time employee on a 12-month basis. Shift is generally during the university's normal working hours but must be flexible and willing to work other shifts and hours to meet the needs of the department and university including for special events and 24/7 on-call emergency response.

Licenses: All candidates must be able to qualify for and maintain the required licenses upon employment:

* SLED Primary Basic and Plus courses

* ASP Baton certification

* NARCAN Administration certification

* Pepper Spray training and certification.

* First Aid Response training

* Tourniquet Use training

* CPR training and certification

* Firearms training and qualification

* Driving and Vehicle Stop training
