POSITION TYPE/EXPECTED HOURS OF WORK:This is a full-time, managerial position, and days of work and hours are Monday through Friday, 8:30 a.m. to 4:30 pm. Note: This position is in the NL category of employment (non-fixed work week) and individuals in this role have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. Occasional evening and weekend work may be required as job duties demand. It is the policy of the College to grant hour for hour compensatory time off, with advance approval, only when employees are required to work on a regularly scheduled day off, Saturday, Sunday or a holiday. Time earned must be used within one fiscal year from the time it is earned.JOB SUMMARY:With dual reporting to the Ramapo College Controller (RCNJ) for the Director of Capital Accounting portion of this role and the Ramapo College Foundation (RCF) Chief Financial Officer for the Fund Accounting portion of this role, this position will:Under the direction of the Ramapo College Controller, be responsible for financial analysis related to capital projects, utilities and other operational areas as necessary. Responsibilities will also include the supervision of one staff accountant in the preparation of fixed asset accounting for the college as well as the review of operational projects for potential capitalization in accordance with the college's policies and procedures. This position will liaise heavily with the Capital Planning, Facilities and Technology teams providing guidance on proper project tracking and compliance with GASB standards covering fixed assets and leases and other standards as they become applicable. Under the direction of the Ramapo College Foundation CFO, will assist in maintaining the Foundation's accounting records in accordance with the Foundation's policies and procedures as well as FASB. This role will perform periodic and/or ad hoc financial analysis supporting the CFO, the Executive Director of the Foundation as well as the CFO for the college. This role will support the RCF in the preparation of audited financial statements, the annual Form 990 Tax Return, quarterly Board of Governor committee meeting material and various internal financial reporting as required. This role will have a broad view of the Foundations operations and some of the duties for this role include preparation of detailed and complex balance sheet account analysis; preparation of monthly investment and operating account bank reconciliations; completion of compliance reporting required by federal, state and private entities; preparation of revenue and expense analysis of restricted gift funds to be reviewed with business owners. Examples of DutiesSpecific Responsibilities:Capital Accounting (College)Responsible for all aspects of accounting for capital projects. Responsible for communication with all stakeholders including but not limited to project managers and the RCNJ Controller and Budget and Planning. Devise/enhance reports in formats that are useful and understandable for stakeholders in order to evaluate the financial status of capital projects. This includes providing cash flow and budget to actual analysis for all capital accounts, and other analytical reports as needed. This position is expected to be able to recommend and assist in the development and enforcement of policies and procedures to help ensure fiscal stability and budget adherence for relevant operational units. This role is the key relationship manager between accounting and other stakeholders and must coordinate and assist in preparing project status reports including budget to actual analysis for review with the RCNJ Controller and VP of Operations, Director of Capital Planning on a monthly basis, among other things. This Director of Capital Accounting will also be responsible for coordinating with the College's Budget department with regards to capital planning, long-term capital forecasting, and debt analysis. The position will supervise one staff account in relation to fixed asset accounting, ensure capital grant and capital related debt accounts are properly reconciled and reflected in the general ledger, assist the staff accountant with reconciliation of project expenditures, proper classification of capitalizable vs non-capitalizable expenditures, and verify compliance with the College's capitalization policy and supervise draw-downs of bond funds for project spending. This role will oversee the reimbursement process with respect to capital grants and reconcile all grant activity over the life of the grant.Fund Accountant (Foundation)Prepare a variety of account analyses and reconciliation in support of the Foundation's monthly and annual closing process and financial statement preparation Specifically responsible for accounting for all the operating account, investment and endowment activity, which may include gaining an understanding of the advancement system and general ledger to aid in research and resolution of discrepancies. Prepare all related journal entries.Prepare annual Foundation compliance reports for review and signoff by the Foundation CFO. These include but are not limited to the NJ Charities Registration, NJ Employees Charitable Campaign Filing, NACUBO Commonfund Endowment Study, CASE VSE Survey and NJ Treasury annual reports.Assist the Foundation CFO with the annual financial audit and preparation of the Tax Form 990. Prepare reconciliations and analysis of restricted funds as required. Responsible for recording fund activity in accordance with donor restrictions and monitoring compliance. Serves as liaison to business owners Manage the Year End Donor Tax communication process in coordination with ITS and the Advancement Office. Ensure individual letters are accurate and are mailed or emailed promptly to donors. Laisse with Advancement office to provide endowment information needed for compliance and donor communications. Act as the backup to the Foundation Accountant when necessary. Participate in ad hoc projects as needed. Specifically contribute to process improvements in the Foundation accounting and operating areas to streamline processes, strengthen the control environment and create proper redundancies. Communication skills are a must, both written and verbal. Must prepare clear, technically sound, accurate and informative reports containing findings, conclusions and recommendations.QualificationsREQUIREMENTSEducationBachelor's Degree in Accounting or Finance required (Accounting preferred). Master's Degree preferred.ExperienceMinimum of 4 years of experience working in an accounting or finance team setting. Expansive knowledge of accounting and financial accounting principles, especially in the areas of capital and fund accounting, as well as a solid understanding of key business processes and an understanding of the requirements of a strong financial control environment. ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES:Excellent analytical and problem-solving skills.Ability to multitask and priority workflow and decisions with minimal supervision.Excellent written and oral communication skills as well as strong inter-personal communication skills required as well as attention to detail and ability to handle sensitive information with discretion and confidentiality.Technical skills including advanced proficiency in Excel and Word. Some proficiency in Access, Adaptive Planning and exposure to Banner Finance a plus.Ability to acquire knowledge of college policies and procedures.Must have the ability to review, understand, interpret and apply accounting principles including FASB and GASB standards and make recommendations about adoption and implementation.Must have supervisory experience.Must communicate effectively with associates, subordinates and the staff as well as outside personnel.Ability to apply appropriate GAAP (generally accepted accounting principles) to accounting situations.Ability to develop, initiate and recommend changes in accounting procedures.Ability to interpret financial data and develop processes for recording such data.Ability to conduct research, analyze data, develop strategies and interpret findings. Ability to prepare clear, technically sound, accurate and informative reports containing findings, conclusions and recommendations.Ability to speak publicly, and present to campus, if required. Ability to perform budget to actual analysis on multiple projects, and to create/perform reconciliation and general ledger account analysis. Ability to be a true business partner helping to resolve conflicts, provide solutions and move projects to completion. Perform other duties as assigned.
