- After Six Months of Successful Employment: $122,054.40
- After One Year of Successful Employment: $124,342.40
- Maximum Salary is achieved after four successful years of employment.

JOB RESPONSIBILITIES The Role:A strategic leader who develops and executes a visionary capital improvement program that enhances our City's infrastructure and aligns with our community's needs, combining multiple sources of capital, bond and grant funding, and overseeing architects, engineers, and project/construction managers. In this newly established role reporting directly to the Mayor, the Director of Capital Improvement will also oversee the strategic management of our City's assets, ensuring they are maintained, optimized, and utilized efficiently. This work will help extend the life of vital assets and achieve the City's long-range goals and objectives outlined in Livonia Vision 21.Directs the City's Capital Improvement Program:
- Responsible for a multi-year Capital Improvement Plan (CIP) that identifies and prioritizes the needs and funding sources for City assets. The CIP helps ensure that capital improvements are fiscally sound and align with the City's long-term goals and objectives, utilizing a priority-based budgeting approach.
- Ensures compliance with the state's zoning laws for executing and maintaining a Capital Improvement Plan.
- Directs the orderly planning of infrastructure improvements and helps define a funding plan to maintain and protect existing infrastructure, as well as implementing improvements that are in line with ADA accessibility guidelines and Mi-OSHA requirements and guidelines.
- Collaborates closely with the Finance Director to align capital improvements with the budget cycle to support City priorities and optimize project throughput.
- Monitors, controls, and reports active projects to ensure fiscal and schedule requirements, eliminate bottlenecks, and enhance visibility.
- Works in conjunction with the Planning and Economic Development Director to advance the use of economic development tools to ensure the City maximizes its investment.
- Advances the annual Capital Improvement Planning (CIP) process and ensures all funding compliance and reporting requirements.
- Pursues external appropriated, programmatic, and grant-matching funds to supplement and maximize City investments.
Delivers Quality Projects:
- Project Management of key construction activities including City Center Project, Civic Center Library, and Senior Wellness Center.
- Delivers projects on scope, at cost, and on schedule.
- Manages professional service agreements to facilitate quality studies, project planning, and design.
- Selects, manages, and oversees construction contractors to ensure quality, timely, and cost-efficient results.
Asset Management:
- Employs an innovative approach to centralized asset management and facility maintenance planning for all City-owned facilities to manage the City's asset portfolio, including public buildings, parks, transportation infrastructure, and utilities. Ensures assets are maintained, tracked, and utilized to their fullest potential.
- Develops and implements asset management strategies in conjunction with other department heads that align with the City's long-term goals and priorities.
- Oversees routine and preventive maintenance programs for City assets. Ensures that maintenance schedules are followed and that assets are kept in excellent condition to prevent costly repairs and downtime.
- Develops and manages budgets for asset maintenance and improvement projects.
- Monitors expenditures, tracks financial performance, and ensures cost-effective use of resources.
- Maintains accurate records of asset conditions, performance, and lifecycle costs. Analyzes data to make informed decisions about asset management and strategic investments.
Tells the Story:
- Responsible for continuing Livonia Vision 21 development plan.
- Works with the Mayor's Office to manage the diverse operating environment including politicians, residents, industry associations, civic groups, private sector, non-profits, and academia - to increase program visibility and enhance the City's image.
- Works with the Communications Department to develop and implement the capital improvement communications and engagement plan to raise awareness, enhance credibility, create excitement, and encourage citizen and stakeholder engagement.

MINIMUM QUALIFICATIONS AND APPLICATION PROCESS By the closing date of this announcement, an applicant must:
Be a citizen of the United States or a resident alien with the right to work in the United States.Bachelor's degree in Business Administration, Public Administration, Urban Affairs, Architecture, Civil Engineering, Economics, Finance, or a related field; or any equivalent combination of experience and training that provides the required knowledge, abilities, and skills.Project Management Professional (PMP) Certification is preferred. Six (6) or more years of extensive experience working with large capital improvement programs and a proven track record as a high-level administrator, preferably in the government sector. Four (4) years of supervisory and management experience.The following is a brief overview of the benefits offered for this position. A new employee orientation will occur for each new, regular employee and will include detailed information about the benefit offerings. The benefits listed below are for full-time employees. Part-time employees are eligible for benefits but the amount of benefit will differ from what is listed below.PAID TIME OFFEmployees receive vacation and sick time based on their years of service. New employees accrue vacation and sick time at a rate of eight hours per month. Upon completion of the six-month probationary period, employees are also entitled to three personal business days each year.There are thirteen paid holidays each calendar year: New Year's Day, Martin Luther King Jr. Day, President's Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve, Christmas Day, and New Year's Eve.MEDICAL BENEFITSMedical and prescription drug coverage is offered through Blue Cross Blue Shield of Michigan. New employees are eligible for medical coverage the first of the month following 30 days of employment.The City also allows full-time employees who have health insurance through another provider to opt out of the City's medical coverage and receive $1,000 per year (paid monthly) in lieu of coverage.DENTAL & VISIONDental and vision insurance are also available for regular employees through Delta Dental and EyeMed, respectively. The employee pays a monthly premium determined annually during each open-enrollment period which is in January of each year. New employees are eligible for these insurances the first of the month following employment.LIFE INSURANCE The City covers the premium of a Life Insurance policy in the amount of one times the annual base salary plus $2,000.00 for full-time employees. Coverage begins the first of the month following 30 days of employment.DEFINED CONTRIBUTION PLAN The City offers a Defined Contribution (401a) plan which is currently administered by Empower Retirement. Employees contribute 4.5% with a contribution rate of 12% from the City. Contributions for new employees begin six months from the date of hire. The City's contributions and earnings on those contributions are vested after four years of service.Employees who wish to contribute more than 4.5% can open a Deferred Compensation (457) plan which is also administered by Empower Retirement.RETIREMENT HEALTH SAVINGS PLAN The City has established a Retirement Health Savings Plan for employees to assist with healthcare related costs in retirement. The Employee contributes 2% of their pay and the City contributes $90 per paycheck to this Plan.
