Under administrative direction, this Department Head plans, organizes and directs the work and activities of the Sierra Nevada Regional Department of Child Support Services (SNRDCSS), which covers both Nevada and Sierra Counties, and is one of six departments within the Health & Human Services Agency (HHSA). The Director utilizes innovative approaches to lead the department, providing expert professional assistance for legal work pertaining to the establishment and collection of support and welfare fraud; and performs related work as required.This position is being recruited at two separate levels which are defined by candidate qualifications. The level at which this vacancy is filled will determine the wage range.
- Director of Child Support Services ($11,528.98 to $14,074.52 per month) or
- Director of Child Support Services and DCSS Attorney of Record ($13,190.91 to $16,103.39 per month)
Example of Duties Plans, organizes, assigns, directs, reviews, and evaluates the activities of the department including staff selection, supervision, training, discipline, and evaluations. This includes legal, investigative, and clerical employees, assuring adherence to County policy.
- Prepares and administers the department's annual budget and controls expenditures. Directs the preparation of recurring financial, statistical and special reports required by federal and state authorities.
- Analyzes, interprets, formulates and develops policies and procedures for child/family support activities in conformance with federal, state, and local laws and regulations; reviews new case law and pending legislation; lobbies for legislation. Participates in Statewide association and legislative analysis.
- Supervises the performance of legal work in the enforcement of civil and criminal laws related to child and family support; advises staff on case management strategy and techniques; interprets policy and procedures to staff.
- Attends and makes presentations at board, interagency, committee, and other meetings and conferences involving a wide variety of interests; speaks with the media and in public forums on criminal justice issues.
- Coordinates the department information system including system resource analysis, development, maintenance and operational efforts.
Additional Duties for Attorney Candidates
- Performs professional legal work involving establishing, modifying, and enforcing child support obligations on behalf of the Department
- Serves as Attorney of Record for the Department
Minimum QualificationsEquivalent to a Bachelors degree from an accredited college or university in business or public administration, psychology/sociology or related disciplines AND four years of increasingly responsible professional experience in a child support agency or related field which has included at least two years at a senior level administrative or management position. Master's or Juris Doctorate degree from an accredited college or university is desirable.Additional Minimum Qualifications for Attorney Candidates
- Equivalent to graduation from an accredited law school
- Equivalent to eighteen months of experience practicing criminal law
- Active membership in the California State Bar
