The Department of Homeless Services (DHS) is comprised of 2,000 employees and with an annual operating budget of over $1 billion is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual and family shelters used as overnight residences for over 38,000 adults and children. DHS's portfolio covers approximately 4M square feet.

The Client Responsibility Office exists to help the agency meet its core mission of supporting clients in moving from shelter to permanency and ensures that DHS contracted providers and clients understand and are held accountable to expectations of the Agency.

The Department of Homeless Services (DHS) is recruiting for one (1) Administrative Director of Social Services NM II to function as the Director of Client Responsibility who will:

  • Supervise a team of 15 staff including a Data Analyst, Social Worker, as well as Line Staff.
  • Oversee 15 Client Responsibility team staff that review cases for shelter discontinuances; monitor and track Independent Living Plan (ILP) violations and ensure proper tracking in the CARES system.
  • Responsible for the design, administration, and coordination of Client Responsibility staff training programs for the Agency and Contracted Provider Partners. Conduct presentations and represent the agency on Client Responsibility to educate internal and external partners on the benefits of the program.
  • Interpret the Agency's Client Responsibility procedure, protocols, and program for staff, clients and, when applicable, external agencies. Formulate, modify, and Interpret Client Responsibility policies, procedures, programs for staff, contracted provider partners, and as needed, other City Agencies, community partners and clients.
  • Direct staff in the application of administrative policies, procedures, and regulations for uniformity of interpretation and practice. Interpret operating programs, policies and procedures to Agency staff and contracted providers through correspondence, management of technical assistance, reports. Act to coordinate all the Client Responsibility within the Agency (e.g., Office of Legal Affairs, Agency Medical Director). Ensure compliance with Federal, State, and City laws and mandates, in accordance with agency policies and procedures.
  • Manage staff and contracted provider training and implementation of all Client Responsibility work that includes providing consultation, direct services, and approval/disapproval for complex cases which includes assigning duties, evaluating work performance, recommending staff hiring, firing and promotion, approving time and leave, initiating disciplinary proceedings, and conducting and/or arranging for staff training, handle crisis situations and ensuring team's understanding of their roles and responsibilities.
  • Provide recommendations for new strategies and practices to ensure the adequate and efficient delivery of services related to client responsibility; recommends changes in the policies and procedures based upon feedback about the CR program. Solve problems effectively, ensuring that CR managers and staff can meet all deadlines related to their work.

Work Location: 33 Beaver Street, 15th Floor, New York, New York.Hours/Schedule: Monday- Friday 9am – 5pm

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
  • Education and/or experience equivalent to 1 above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
  • Preferred Skills

    • Supervisory experience with strong skills in staff supervision, program development and implementation and development of policies and procedures.
    • Familiarity with state regulations and local laws related to shelter management, knowledge of city systems.
    • Social services background and strong writing, communications, and organizational skills.
    • Ability to multi-task and work in a fast-paced environment.
    • Experience working with homeless or underserved populations.
