Oversight of utility power supply planning and development, maintenance of customer load database and integrated electric resource plans.Plan, direct, supervise and coordinate the trading, scheduling, and dispatching of the District's power supply assets, including generation, transmission, subtransmission, fuel stocks, supply contracts, and power scheduling and coordination services with the objective of maximizing value to the District's customers. Monitor and participate in regional energy markets and joint powers authorities. Examples of DutiesDUTIES AND RESPONSIBILITIESParticipate in the establishment of corporate short and long-range goals and strategic business planning. Perform critical analysis on both internal and external events and provide sound, professional recommendations to the Assistant General Manager Power Supply. Create and implement goals and action plans for the District, Administration, Resource Planning Department, and Energy Markets Department. Supervise the preparation of a report documenting the costs associated with various District activities related to the provision of retail and long-term wholesale electric products and services.Direct the preparation of an appropriate level of annual, long-term integrated electric and natural gas resource plan including a retail electric load forecast, utilizing assigned staff. Monitor the performance of previous plans and modify to improve economic performance. Ensure that the planning reflects the latitude and options available through the District's Risk Management Program.Provide expert guidance to staff and senior management in identifying needs and negotiating long-term power supply, sales, and service contracts with customers. Support the successful implementation of these contracts across departments, ensuring alignment with organizational objectives and customer expectations.Oversee the determination of need and negotiation of long-term power plant fuel supply, including transmission and related services. Supervise and direct the preparation of the long-term forecast of the District's retail electric load and service requirements.Provide managerial and technical support to Power Supply Administration and other District staff as requested.Participate in the development of an overall strategy and goals to optimize the use of the District's electric assets through strategic multi-market analysis, new product and resource development and facilitate the implementation of those strategies and goals.Coordinate with other administrations and staff in regard to projects, which cross administrative lines. Perform intricate analysis and decisions as to timeliness, validity and financial impact of projects within the Administration.Direct the work of outside engineering and legal consultants.Supervise, monitor and consult with assigned department managers. Provide training, information, coaching and advice regarding functions and concerns in their areas.Represent the District in the legislative, community, professional and agency meetings.Communicate external feedback and issues to the Assistant General Manager and others as appropriate.Serve as the subject matter expert for senior management regarding energy trading in conjunction with other administrations, develop market and price risk measurement procedures.Enforce compliance with trading policies.Direct development of a Rolling Twelve-Month Forecast for risk management purposes.Coordinate with other administrations in the interactions of scheduling, risk analysis, and forecasting to insure a consistent analytic approach.Participate in the Risk Management Committee (RMC) with the purpose of communicating to the other RMC members TID's market risk position and the means utilized to mitigate it.Be responsible to the Board for the trading and resource management activities undertaken on TID's behest.Monitor to insure that forward price curves are executed in a timely fashion. Coordinate with other administrations as appropriate.Provide the focus of operational risk management responsibility and authority between RMC meetings.Direct the preparation of department annual budgets. Conduct monthly reviews and adjust expenditures of funds as necessary.Comply with and enforce all District rules, regulations, policies and procedures.May serve as acting Assistant General Manager as assigned.Perform other related duties as required or assigned by supervisor. Typical Qualifications QUALIFICATIONSEducationUsually exhibited by a person with a Bachelor's degree from an accredited college or university with emphasis on engineering or another highly analytical field. A Master of Business Administration is preferred.ExperienceUsually exhibited by a person with ten (10) years of professional experience in electric utility management including five (5) years of management experience.Skills and AbilitiesInterpersonal and Communication Must have ability to interact and communicate with a broad spectrum of internal employees; develop and maintain business relationships with internal and external personnel; and demonstrate teamwork and cooperation.
