Job Description:

The Director of Facilities and Construction Services provides leadership and management oversight for all aspects of facilities, fleet and transportation, capital construction and renovation, sustainability, preventive/deferred maintenance, warehouse & inventory, BRIM, and safety outcomes. This includes the formulation of WVSOM facility standards, safety practices, and physical plant assessment. The Director of Facilities and Construction Services will foster a culture of process improvement and service orientation for WVSOM; evaluate and prioritize facility initiatives; and collaborate with stakeholders to further institutional strategic and operational goals. The Director of Facilities and Construction Services reports to the Vice President for Finance & Facilities and Chief Financial Officer.

This position will be a full-time, non-classified position with full state benefits. The position is exempt from FLSA provisions regarding overtime. Salary commensurate with education and experience. Not all activities of this position occur within the confines of an 8:00-4:30 schedule and will require regular evening and weekend scheduling. Travel including overnight travel is required.

This position has been designated as essential. This means that when WVSOM is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover and continue operations at WVSOM.

Education/Knowledge

Minimum Education Business/ Technical/Vocational School Required Licenses/Certification Skills Required

Position requires a Bachelor's degree in Engineering, Architecture, or Construction Management is a mandatory requirement for this position. Five to seven years of verifiable senior leadership experience in facilities operations management with a demonstrated history of success in capital improvement, physical plant, deferred maintenance, and architectural engineering planning.

Physical Requirements

Medium work: Exerting up to 50 pounds of force occasionally and/or a negligible amount of force constantly to move objects. Activity includes keyboarding, standing and/or sitting, walking, lifting, climbing, stooping, kneeling, crouching, crawling, reaching, talking and hearing. Close visual acuity to perform an activity such as viewing a computer terminal and reading printed materials. Be adaptable to environmental conditions; activities occur inside and outside.

Duties and Responsibilities

* Develop strategies and plans, set priorities, identify measurable outcomes, and oversee all facilities functions.

* Oversee all capital construction and major deferred maintenance projects including development of RFP's, architectural design reviews, vendor management, quality assurance, system commissioning, invoice authorization, and warranty administration.

* Provide exceptional oversight across all vendors, including architects, engineers, and contractors, in coordination with all functional areas under the Facilities program.

* Lead all Master Plan projects with a focus on architectural and engineering-related skillsets.

* Manage Assistant Directors with expert technical support and guidance relative to various building systems and equipment; oversees the utilization of the computerized maintenance-management system (currently Team Dynamix) including monthly reporting to the CFO.

* Develop a robust preventive maintenance life cycle documented plan and recommend funding streams for the replacement of campus infrastructure in accordance with the school's facilities master plan.

* Coach and ensure ongoing staff development and training to ensure that best practices in facilities are implemented and support a culture of staff skills development.

* Collaborate with campus leadership in planning for disaster recovery and emergency responses.

* Oversee the overall execution and efficacy of WVSOM's sustainability programs including serving on the Green Fund Advisory Committee and championing all WVSOM's programs.

* Administer vendor, consultant, and service contracts and ensures that WVSOM receives the full scope of service detailed in contracts.

* Prepare department annual budgets and administer funds according to budget approval.

* Hold employees accountable for effectiveness, efficiency, and professional conduct; conduct effective employment searches by recruiting, hiring, training, evaluating, and motivating employees; participate in the administration of progressive discipline as needed while ensuring good performance is rewarded.

* Maintain awareness of changing trends and regulations which may impact the institution and recommend or take appropriate corrective action as required.

* Other related duties as assigned.
