Director of Facilities Operations

Non-Unit Professional position, 37.5 hours/week

Campus Location: Danvers Campus / Commutes to Lynn as needed

Work Schedule: Monday through Friday; 7:30 am - 3:30 pm

SALARY: Anticipated salary range $100,000.00 - $120,000.00. Actual salary is commensurate with experience and education. GENERAL STATEMENT OF DUTIES:

The Director of Facilities Operations is responsible for managerial oversight of day-to-day facilities operations for all NSCC properties and buildings. Develops, implements, and monitors policies and procedures to promote efficient and safe operation of NSCC buildings and grounds, contributing to a safe, clean, and well-maintained campus environment. The Director will apply a customer centric approach to the outward facing areas of the Facilities Department, working closely with various departments to address facility needs, manage resources, and respond to emergencies. Provide supervision and training of all facilities trade and custodial staff. Manage contract services, maintenance, repairs, and small renovations of buildings and grounds. Provides reporting and facility metrics to AVP of Facilities Operations and Services. Supports the AVP in the development, and contract administration and oversight of capital projects, multiyear capital plans, department policies and procedures.

ESSENTIAL FUNCTIONS:

* Directs the Facilities Operations division and is responsible for all college owned and leased facilities. Oversees a team of 2 professional non-unit assistant director positions who oversee approximately 33 unionize classified employees over 2 campuses consisting of trade and custodial staff.

* Prioritizes and delegates work orders and monitors performance of all trades staff.

* Responsible for all facilities environmental health and safety responsibilities including compliance audits, safety programs and training. Maintains records for OSHA, MSDS, ADA and other reporting regulations.

* Develops and maintains departmental polices with HR for consistency and contract compliance and overseas personnel actions including hiring and disciplinary actions

* Responsible for procurement and contract administration of all service contracts are in accordance with the state purchasing law, working collaboratively with Facilities Information Officer and project manager

* Assists in the annual campus capital budget process and prepares and administers project budgets of assigned areas of responsibility

* Manages the Capital Asset Management Information System. Prioritizes service work orders, schedules and assigns corrective and preventative tasks and projects to college staff. Develops statistical reports on equipment and facilities condition routinely and at the request of the AVP of Facilities

* Oversees implementation of internal facilities projects, from development to execution, using internal staff, consultants, vendors and contractors. Conducts field studies, prepares documents, inspects work, and maintains records, files and reports

* Manage all Facilities Operations and Services activities regarding college special events, activities and moves

* Assists the Associate Director of Facilities Information Systems and Project Management with department sustainability initiatives and applies experience and knowledge to environmental goals.

* Responsible for space planning, preparation and review of leasing agreements and organizing and executing all facilities moves in collaboration with Division of Capital Asset Management and maintenance Property and Leasing Office and other partnerships

* Acts for the Assistant Vice President in their absence

* Other duties as assigned

SUPERVISION RECEIVED: Reports to the Assistant Vice President of Facilities Operations and Services

SUPERVISION EXERCISED: Exercises supervision over Assistant Director(s) of Facilities Operations Lynn and Danvers. Establishes departmental standards and ensures continuity of service between campus locations for trades and custodial staff. Under the delegation of the AVP assigns, supervises and evaluates the work of contract vendors, consultant engineers, architects and other professional personnel

Requirements:

* Bachelor's degree in related field plus 5 years of related experience and/or 10+ years of relevant work experience and Professional License, or equivalent combination of training and experience.

* Significant and progressively senior level facilities operations experience. Prior supervisory experience required

* Ability to develop policies and procedures and implement advanced operational and strategic practices within the department.

* Demonstrated skills in planning, organizational skills required. Ability to organize personnel, analyzes work activities and budget resources necessary for the efficient operation of the department.

* Knowledge of Commonwealth of Mass. Building codes, OSHA requirements as well as other state permit and license requirements

* Excellent interpersonal and communication skills along with proficiency in computer applications including Google workspace suite, Microsoft Word, PowerPoint, and Excel

* Demonstrated ability to oversee a variety of programs and assignments simultaneously and adapt to changing priorities and requirements against measurable or verifiable criteria.

* Knowledge of strategic planning, project management, MA public procurement, and facilities operations continuity practices.

* Knowledge of standard preventative and predictive maintenance procedures in the operation of building maintenance/mechanical systems.

* Knowledgeable in computerized maintenance management systems (CMMS) such as Maximo, FMX, School Dude and CAMIS

* Knowledgeable in alternative energy practices, conservation and sustainability.

* Must possess strong communication skills, both written and oral.

* Ability to interact with various agencies/individuals (i.e. employees, other departments, outside agencies and vendors) to coordinate activities and resolve problems.

* Ability to interpret construction documents including building plans and specifications.

* Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment.

PREFERRED QUALIFICATIONS

* Expertise with prior experience in Massachusetts public construction and procurement laws. MCPPO certification preferred

* 10+ years of experience in direct management of trades and custodial staff

* Familiarity working within a unionized workforce

* Previous experience with establishing institutional standards

* Construction supervisor license

* Previous experience working with an institution of higher education

WORKING CONDITIONS:

Will consist of construction sites, roofs, snow and icy conditions, and after-hours emergency calls. Reporting to work as needed to support after hours facilities projects.
