REPORTS TO: Superintendent of Schools
MINIMUM QUALIFICATIONS:
Minimum of Bachelor's Degree in Business Administration, Public Administration, Accounting or Finance
A minimum of four (4) years of successful employment in one of the above fields, including at least two (2) years in a supervisory role at a managerial level
Certified (or certifiable) by the Massachusetts Department of Elementary and Secondary Education as a Business Manager
A proven ability to develop and administer operating, grant, and capital budgets; and assist Superintendent with a sound and sustainable budget development process
Strong skills with databases, spreadsheets, and word processing
Experience in Munis is preferred
Effective organization skills
Strong analytical abilities
Solid understanding of School and Municipal accounting and finance regulations
Contributes to a positive and welcome environment for colleagues, staff and families
GENERAL RESPONSIBILITIES:
Assist in the annual school budget preparation: compiles necessary statistical data; finalizes the documents to be used in the budget development/management; and submits periodic expenditure/balance reports to appropriate personnel and the School Committee
Make provisions for the continuous improvement of the school district's business services
Organize and maintain effective and efficient modern office procedures, and strengthen management controls through evaluation of procedures
Assist in recruiting, screening, hiring, assigning, supervising and evaluating personnel in the offices under his/her supervision
Coordinates and administers the internal and external financial reviews and audits of all fund accounts
Plans, analyzes, and administers district-wide procurement of goods and services, including leasing contracts following Massachusetts procurement laws and requirements
Plans, analyzes, recommends and implements operating and efficiency measures to reduce direct and overhead costs
Supervise all accounting operations, including payroll, accounts payable, requisitions, and purchase orders
Manages all budget transfers and amendments, journal entries, and deposits through the finance office staff
Manages MUNIS access for all school employees and provides training and assistance as needed
Through the Director of Facilities and maintenance department, plan and supervise maintenance of buildings grounds and equipment
Work with the Massachusetts School Building Authority (MSBA) on municipal school building projects from initial stage Statement of Interest through reimbursement submitted and final audits
Prepare transportation contracts and supervise their execution. Transacts all financial transportation matters involved and assists where needed
Through the Director of School Nutrition and food service department, administer the cafeteria services and the school lunch program
Analyzes and advises the Superintendent and School Committee of the financial impact of collective bargaining agreement and assists with their negotiations, under the direction of the Superintendent
Directly oversee personnel responsible for all non-school use of school properties including but not limited to: scheduling, rate setting, collecting and accounting of fees
Attend School Committee meetings, town meetings, and local public meeting when requested by the Superintendent
Conducts routine reviews of all fund balances, and prepares detailed financial reports of all fund accounts for the School Committee, quarterly or as needed
Manage the district's insurance programs and files all claims
Prepare the End of Year Report for submission to the Massachusetts Department of Elementary and Secondary Education
Assists with the preparation of bid documents, procedures, and analysis of cost proposals
Develops and maintains a positive, respectful, and trusting working relationship with all School and Town staff, including Committees and Boards
Advises the Superintendent on all matters pertaining to the business and financial affairs of the school system
Perform other duties and responsibilities as defined and requested by the Superintendent and/or School Committee
