Position Title: Director of Health Promotion & WellnessPay Grade: M-3FSLA: ExemptDivision: Health Promotion & WellnessUnion Status: Non-UnionPOSITION SUMMARY:Subject to executive policy approval, performs highly responsible administrative duties to ensure the efficient and effective management of the Health Promotion and Wellness division; assumes major responsibility for Health Promotion and Wellness services in a clinical, home or community setting. Assists with executive level policy and planning functions including community assessment, planning, outreach, prevention and partnerships; serves in defined roles in emergency preparedness as assigned.SUPERVISION EXERCISED:Provides direct supervision of Health Promotion and Wellness staff and subcontracted personnel.SUPERVISION RECEIVED:The position is mostly self-directed and under the supervision of the Deputy Director.ESSENTIAL FUNCTIONS:Oversees the development, implementation and evaluation of health promotion and wellness services ensuring that services provided are in compliance with program, county, state or federal requirements.Oversees the development, implementation, and evaluation of community family and maternal child outreach and prevention programs ensuring programs are in compliance with program, county, state or federal requirements.Assists with community health assessment, planning and collaboration activities of the department necessary to promote the community health improvement and maintain compliance with program, county, state or federal requirements.Assists with the development, implementation and evaluation of emergency response services and systems and ensures that agency emergency response functions assigned to the division are provided in accordance with county and agency preparedness plans.Is responsible for budget development and ensuring agency compliance with agency, county, funding agency fiscal controls, billing system, and audit requirements for all assigned programs and services.Recruits, trains, supervises and evaluates the work activities of assigned personnel.Serves as an agency liaison at the local, regional, and state level for health promotion and wellness matters.Provides policy interpretations for departmental staff, the general public, municipal, county, and township officials, vendors and civic and community organizations.This description is intended to indicate the kinds of tasks and levels of difficulty that will be required of positions that will be given this title and shall not be construed as declaring what the specific duties and responsibilities of any particular position shall be. The use of a particular expression or illustration describing the duties shall not be held to exclude other duties not mentioned that are of similar kind or level of difficulty.JOB REQUIREMENTS AND QUALIFICATIONS:Requires working knowledge of principles and practice of public health population-based public health, core functions, community health improvement and essential services of a local public health agency.Requires working knowledge of principles and practice of public health, epidemiology, and program planning and ability to manage related programs.Requires working knowledge of personnel management, fiscal management, public health law and regulations, and administrative aspects of public health resource management.Requires ability to exercise initiative and administrative capacity in planning, directing, and coordinating the activities of multi-disciplinary staff as well as representatives from collaborating community-based organizations and to apply acquired knowledge to assist in public health policy development.Requires extensive knowledge and ability to assess community needs, formulate plans to meet needs, and effectively engage community stakeholders in community health improvement strategies.Requires current licensure as a Registered Nurse in the State of Illinois.ANDMaster's degree preferred with preparation in administration, epidemiology, research and clinical nursing and two (2) years full-time experience in generalized family centered nursing program in a community health agency with demonstrated ability in nursing practice, including one (1) year supervisory experience.ORBachelor of Science Degree in Nursing required from a college program which includes a practicum experience in public/community health nursing, advanced preparation in administration and supervision, and four (4) years full-time experience in generalized family centered nursing program in a community health agency with demonstrated ability in nursing practice, including one (1) year supervisory experience.ESSENTIAL PHYSICAL/COGNITIVE ABILITIESThe ability to sit, flex, stand, reach, and bend.The physical strength to lift, carry, and transport materials/equipment are equivalent to seventy-five (75) pounds.Visual acuity, auditory ability, and clear written and verbal communication ability.Manual dexterity and the ability for data input into various computer programs.The ability to maintain professional behavior at all times.The physical stamina and ability to stand and walk for long periods of time on variable terrain in varying climates to perform the required inspections.SPECIAL REQUIREMENTSMust reside within St. Clair County, IL or be willing to relocate to St. Clair County within six (6) months from hire date.A valid Driver's License.A dependable automobile for use in position if needed.Auto insurance in effect with at least the minimum limits of liability as outlined and required by the State of Illinois.The ability to work necessary hours to meet the position requirements including evenings and/or weekends as assigned.May require provision of services at off-site locations.Adherence to all local, state, and federal regulations pertaining to OSHA guidelines.Health Department employees:Must be current on CDC Healthcare Personnel Vaccine Recommendations, which include Hepatitis B, MMR, Td/Tdap, Varicella (chickenpox) and Meningococcal if over age 65. Influenza and COVID vaccines are recommended and encouraged, but not required at this time and may be subject to change.Are required to have a TB test upon hire and at separation of employment.All employees must adhere to the St. Clair County Personnel Code.Position contingent upon continued grant funding.#J-18808-Ljbffr
