Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health conditions reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other components of HRA and with other governmental and non-governmental service providers to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity.

Under the direction of the Human Resources Administration/ Customized Assistance Services' Assistant Deputy Commissioner for the Office of Coordinated Supportive Housing and Disability Services, the Director of Supportive Housing is responsible for managing the overall operations of the Placement Assessment and Client Tracking (PACT) unit. The PACT unit reviews applications and determines eligibility for individuals and families who are homeless and/or at risk of homelessness that have been diagnosed with a serious mental illness (SMI) and/or substance use disorder (SUD) for mental health, New York/New York, NYC 15/15, General Population, and ESSHI supportive housing.

The Customized Assistance Services, Office of Coordinated Supportive Housing and Disability Services is recruiting for one (1) Administrative Director of Social Services NM II to function as the Director of Housing Placement Services, who will:

* Manage the overall operations of PACT unit, which includes meeting regularly with the ADC of the Office of Coordinated Supportive Housing and Disability Services and PACT staff to develop goals and objectives, delineating assignments and tasks, monitoring progress and ensuring satisfactory performance of responsibilities and assignments.

* Be responsible for the formulation and implementation of PACT's operational policies and procedures and the coordination of the Human Resources Administrations' (HRA) work with internal and external agencies through the interpretation of these policies and procedures.

* Oversee the development, testing and evaluation of application/determination function in CAPS (Coordinated Assessment and Placement System) and policy initiatives to evaluate the effectiveness of instituted policies, and develop written recommendations for modifications of these policies.

* Review and manage the modification of CAPS to improve the eligibility assessment/determinations which will provide uniformity to the clinician's housing level settings, and ancillary mental health services of care determinations and maximize referrals to appropriate supportive housing.

* Review systems (primarily CAPS) and external system integration to understand data collected and to propose system enhancements that will support improved performance of operations, research, and evaluation activities.

* Draft Memorandums of Understanding (MOU) with other City and State Agencies to permit the exchange of data that will assist in research studies and program evaluations of activities related to coordinated assessment and placement of homeless clients.

* Act as the principal advisor to the Assistant Deputy Commissioner on all issues related to Supportive Housing intra/interagency City/State meetings and other external meetings related to other coordinated housing homeless initiatives.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to 1 above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
