SUMMARY The Town of Dennis is seeking a dynamic, focused, and accomplished administrator to assume the position Director of Human Resources. The Director of Human Resources is responsible for performing Human Resources functions for the Town, in accordance with Town by-laws, state and federal statutes and regulations; and all other related work as required. Under general direction of the Town Administrator, the Director of Human Resources plans and carries out the regular work in accordance with standard practices and previous training, with substantial responsibility for determining the sequence and timing of action and substantial independence in planning and organizing the work activities, including determining the work methods. The Director of Human Resources is expected to solve through experienced judgment, most problems of detail or unusual situations by adapting methods or interpreting instructions to resolve the particular problem. The Director has the ability to interact effectively and appropriately with the public and other town personnel; has ability to complete multiple tasks in a timely, detailed and accurate manner, perform multiple tasks; deal with individuals in a tactful manner. The ideal candidate has the ability to work independently and to maintain sensitive, confidential information through their organizational, recordkeeping and clerical skills.THE DENNIS COMMUNITYDennis is located in Eastern Massachusetts, on Cape Cod. Bordered by Cape Cod Bay on the north, Brewster and Harwich on the east, Nantucket Sound on the south, and Yarmouth on the west, the Town is comprised of a total area of 22.24 square miles and a land area of 20.61 square miles. Dennis has a year-round population of 13,885 that swells considerably in the summer months, and is located 76 miles southeast of Boston. Dennis combines its traditional New England heritage with modern day conveniences. The villages of East Dennis, Dennis, and South Dennis feature scenic historic districts hailing back to whaling days, while tranquil tree-lined streets meander through Dennis Port and West Dennis. Sixteen inviting beaches lie on the warm waters of Nantucket Sound to the south and on the crisp refreshing waters of Cape Cod Bay to the north. THE HUMAN RESOURCES POSITIONThe Town of Dennis is seeking a full-time Director who is detail-orientated, has the necessary experience and skills to interact with co-workers, the public, groups and/or individuals such as civic leaders, peers from other organizations, representatives of professional organizations and the news media; while serving as a spokesperson or recognized authority of the organization in matters of substance or considerable importance. The Director of Human Resources must have thorough knowledge of town-wide municipal operations and procedures as well as the role and responsibility of the Human Resources office; such as knowledge of human resource laws and practices, employee benefits, and relating regulations and guidelines. The Director must also have knowledge of office software including; Microsoft Office, including Excel and MUNIS Human Resources/Payroll functions. On behalf of a department, the Director is expected to communicate departmental practices, procedures, regulations or guidelines and may be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation. The Director of Human Resources has access to department-wide confidential information, including personnel files, collective bargaining, law suits, legal documents, criminal investigations and records, client records and department records.The successful candidate will be able to examine, analyze and evaluate facts and circumstances surrounding individual problems, situations, or transactions, and determine actions to be taken within the limits of standard or accepted practices. The Director of Human Resources judgment is used in analyzing specific situations to determine appropriate actions and is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making. The Director should have knowledge of guidelines that include a large body of policies, practices, and precedents, which may be complex or conflicting, at times.The essential elements of the position of the Human Resources Director are:1. Manages Human Resources to achieve goals with available resources; develops and maintains a human resources system that meets top management informational needs.2. Manages and updates the Town's personnel rules and regulations; formulates and recommends personnel policies and procedures to the Town's Administration. Administers collective bargaining agreements, classification and compensation plans; monitors and reviews current job classifications and salary structures and recommends changes.3. Maintains personnel records for Town employees; and all other confidential information concerning employees; ensures compliance with Fair Labor Standards Act and other regulations.4. Actively participates in the collective bargaining process; assists in the development of bargaining concepts and strategies.5. Manages municipal recruitment efforts, assists department heads in the interview, evaluation and selection process of candidates. Administers employee orientation, development and training.6. Mediates conflict between employees; works to improve communication within and between departments; answers question and assists department heads and supervisors in procedures and regulations related to personnel administration; may assist various supervisors regarding referrals to the employee assistance program. Monitors the implementation of performance process with non-performing employees.7. Ensures town-wide compliance with existing laws, rules, bylaws and regulations governing the acquisition and utilization of employees. Studies new legislation and implements any that may affect the Town as an employer. Oversees the analysis and maintenance of CORI checks and other records required by laws or regulations.8. Responsible for the administration of employee benefits including medical and dental enrollments, COBRA, FMLA, Wellness program, new employee hire processing, sick bank, and seasonal hire/certifications.9. Performs position analysis for union and management positions by reviewing job descriptions and job duties and through job audits. Studies organizational and grade structure to ensure ongoing internal equity amongst positions and departments. Maintains up to date job descriptions for all positions. 10. Member of the Town's Internal Investigation team.11. Attends off-site meetings, and training seminars as needed.Required Knowledge, Skills and Abilities•Highly organized and motivated, self-starter, excels at working independently and autonomously.•Thorough knowledge of employment-related laws and regulations. •Excellent interpersonal skills and communication skills, including but not limited to verbal, written and presentation skills. •Has proficient knowledge of recruiting, interviewing and retention of employees. Ideal Candidate •Bachelor's Degree is required; Master's preferred; human resource, public administration or related field.•7+ years progressively responsible HR experience preferred •Proven ability to analyze a variety of complex issues in order to make sound recommendations for resolution.•Thorough understanding of benefit plan administration, legal compliance, risk mitigation, compensation plan management, employee and labor relations (including contract negotiations), performance management, recruiting, and training is essential. •SHRM-SCP or PSHRA-SCP certification, a plus.•An equivalent combination of education, experience, and training will be considered.•Proficient in labor relations, recruitment and retention.•Collaborative team player•Experience in municipal/public sectorHow to ApplyStarting Annual Salary Range is: $115,792 - $120,470, with comprehensive benefit package.Interested candidates should apply by submitting resume and cover letter and complete the online application.
