Ensures that personnel practices are compliant with federal, state and local school laws and regulations, mandated programs, district policies and administrative regulations and applicable collective bargaining agreements. Recommends personnel-related changes to district policies or administrative regulations and provides input into collective bargaining. When addressing personnel issues, consults legal counsel as appropriate to the circumstances. Plans, directs, and coordinates recruitment and retention of staff ensuring appropriate individuals participate in the selection process. Conducts or ensures interviews are conducted and recommendations are made in accordance with district practices and policy in order to select qualified applicants to fill job vacancies. Prepares vacancy notices, advertising, and processes applications; reviews the Pennsylvania Department of Education Certification Staffing Policies Guidelines and other current licensure or similar information for non-certified positions with special qualification requirements to ensure applicants are qualified for the positions they seek. Ensures all documents necessary for hiring employees, contractors and volunteers are completed prior to their start dates. Ensures background clearances required for employees, volunteers and contractors are current and that any required copies are properly maintained. Monitors professional certifications and coordinates processing credentials for professional employees, including continuing education required to maintain certifications or credentials. Ensures all required information has been recorded with the state. Monitors credentials or licenses and continuing education required for non-professional staff. Conducts exit interviews. Collaborates with the Director of IT to develop, improve and maintain the efficiency and accuracy of a web-based technology system to manage employee absences and assign employee substitutes. Oversees administration of the District's leave of absence policies and procedures for all employee groups. Establishes or maintains existing online and hard copy filing systems appropriate for benefits office environment, in accordance with standardized records management procedures to facilitate confidentiality, retrieval and access. Coordinates and maintains records and ensures compliance with timelines for all employee performance evaluations. Revises, as needed, evaluation instruments for non-certificated employees. Prepares items relating to personnel matters for the Board Agenda with support documentation as necessary. Prepares various statistical reports and surveys concerning salaries, benefits, certification, as requested or required by the Board of School Directors, the Pennsylvania Department of Education and federal and state agencies. Provides back-up data for the Superintendent and Board concerning personnel matters. Communicates Board actions related to human resource issues to affected individuals. Prepares agenda items related to human resources for Board meetings and attends Board meetings. Administers an efficient, secure and legally compliant system to maintain employee records and confidential files, in both physical and electronic formats. Directs performance management and development programs. Establishes a system for maintaining records of professional employees including credits earned, including Act 45 and Act 48 credits, 1 certification, tenure, and transfers. Maintains and updates all personnel files including evaluations, leaves, resignations and retirements. Administers compensation and benefits programs including but not limited to preparing orientation materials, processing enrollments, changes and terminations on all benefits plans, COBRA and plan administration. Communicates with third party administrator maintaining the COBRA records. Provides administrative oversight for the workers' compensation and unemployment compensation programs, chairs the workplace safety committee and serves on the Emergency Planning Committee. Prepares or revises and submits for approval an employee handbook to include job rules, regulations, expectations, and penalties, consistent with law, collective bargaining agreements and Board policy. Administers insurance benefits for current and retiring staff members. Directs and supervises all aspects of compensation (exclusive of payroll processing) and benefits administration including health, prescription, dental, life insurance, long term disability, workers' compensation, unemployment, tuition reimbursement, and employee assistance program. Ensures compliance with compensation and benefit plans outlined in various employee handbooks, collective bargaining agreements, administrator contracts or compensation plans and personnel policies and procedures. Provides adequate staff training on applicable elements of these agreements, handbooks, policies and procedures. Secures and organizes pertinent benefit related data into usable form as needed for various federal, state and local agencies and census information for insurance carriers. Serves as Sex Equity Officer, Title IX Sexual Harassment Officer, Affirmative Action Officer, Equal Access Officer and, Child Abuse Compliance Officer for the District. Maintains confidentiality with all District information, including District and school population information, classified or confidential materials in accordance with security procedures. Discards files in accordance with established records retention schedules policies and procedures. Serves as internal consultant regarding personnel issues affecting employee performance. Advises and mediates personnel related issues. Administers, interprets and advises on the provisions of collective bargaining agreements in consultation with the Superintendent and solicitor. Represents the district in the association meet and discuss sessions to minimize potential grievances, arbitration and other labor disputes as defined in the collective bargaining agreement. In consultation with the Superintendent and Board manages the collective bargaining grievance processes. Assists with or conducts, as assigned, negotiations with certified bargaining units to arrive at a mutually satisfactory agreement on wages, hours and working conditions. Prepares, collects and compiles statistical and other pertinent data for effective collective bargaining, including, but not limited to, wage and fringe benefit comparisons and comparative contract language. Collaborates on preparation of contingency plans for work stoppages, slow-downs or sanctions declared by the bargaining unit(s). Maintains up to date copies of and knowledge about all bargaining unit contracts, Act 93 plans, employment contracts or agreements, policies or memoranda addressing all employee benefits offered within the District and properly administers benefits in accordance with the terms of the documents. Coordinates, participates as requested and provides information pertinent to employer representatives carrying out meet and discuss requirements on administrator compensation plans or pursuant to the Public Employees Relations Act. Coordinates and oversees employee training and professional development, on employment related topics such as supervision, unlawful harassment and employee discipline. Deals professionally with all employees and outside advisers especially when handling confidential information. Serves as an effective and positive liaison between staff and the superintendent or other administrators. Promotes a climate of cooperation among staff. Effectively communicates information to all personnel and school board members. Is accessible to district employees and applicants for employment. Develops and implements the annual budget for the Department of Human Resources in accordance with program goals and objectives. Collaborates on the district's annual budget with the Business Manager in establishing the entire personnel budget including salaries and benefits costs for the district. Verifies and processes Health Reimbursement Account requests for payment for all administrators as submitted. Supervises Human Resources staff. Supervises Director of Transportation/PIMS Coordinator Performs other duties as assigned. Performs in accordance with school policy, administrative regulations, state and federal laws. Qualifications Profile Bachelors degree in Human Resources or related field.
