Job Description Title: Director of Human Resources QUALIFICATIONS: 1.Master's degree required; Juris Doctor preferred 2.Experience in human resources management 3.Labor negotiations experience required 4.Experience in legal aspects of education and personnel administration 5.Experience in a leadership role in an education environment preferred 6.Experience with Educator Evaluation contract language and management systems 7.Proven effectiveness in written and oral communication; ability to make effective presentations to large groups of educators and administrators 8.Demonstrates sensitivity to ethnically and culturally diverse student, family and employee populations 9.Such alternatives to the above qualifications as the Superintendent of Schools or designee may find appropriate REPORTS TO: Superintendent of Schools or his/her Designee POSITION OBJECTIVES: 1.To support the Superintendent in identifying, interviewing, screening and recommending for employment, training, and evaluating all personnel in the Quincy Public Schools, with a commitment to increasing efforts in recruiting, hiring, and retaining a QPS workforce that reflects the diversity of Quincy. 2.To ensure that the Quincy Public Schools continues to achieve the goal of providing full and equal opportunity to all personnel, regardless of sex, race, color, sexual orientation, gender identity, disability, religion, age, or national origin. 3.To oversee and ensure the implementation of equitable personnel policies and practices as they apply to all employees of the Quincy Public Schools. 4.To support the implementation of a progressive Human Resource Department. 5.To oversee all aspects of the district's educator and non-educator evaluation systems with the goal of promoting professional growth and development of all Quincy staff and improving teaching and learning for all students. PERFORMANCE RESPONSIBILITIES: 1.Assists the Quincy Public Schools in all Human Resource needs. 2.Manages and oversees all aspects of the criminal background (CORI/SORI/SAFIS) checks on all new and current employees, including 3-year CORI cycle checks 3.Participates in College/University and other appropriate job fairs for the purpose of recruitment and diversification of staff. 4.Advises the Superintendent and Assistant Superintendent of Schools on federal and state legislative matters and on matters of personnel policy/procedures. 5.Consults with Superintendent and Assistant Superintendent, Directors and Principals in the assignment of personnel. 6.Monitors Department of Elementary and Secondary Education Licenses and Highly Qualified status of all professional educators. 7.Monitors the licenses of all other support personnel, including the educational requirements for paraprofessionals; ensures that all licenses and endorsements are up to date and entered in the district's software system. 8.In conjunction with Superintendent and building Principals, facilitates, when needed, the discipline of staff members using a progressive discipline model. 9.Negotiates and administers agreements and all union contracts. 10.Monitors staff attendance and creates attendance reports for the Superintendent and Assistant Superintendent. 11.Develops and maintains all personnel records and administrative files. 12.Keeps informed about current trends and laws in human resources. 13.Investigates all complaints or allegations of misconduct, except that, depending on the circumstances, the Superintendent or School Board may appoint a special investigator. 14.Oversees the district's hiring process. 15.Supports the active recruitment of highly competitive candidates who reflect the diversity of Quincy. 16.Interviews prospective employees and makes recommendations regarding the hiring of new employees. 17.Reviews job descriptions with administrators and support staff members and assures that job descriptions are updated to reflect current job responsibilities 18.Evaluates transcripts for salary advancement and oversees tuition reimbursement. 19.Oversees and assists with all aspects of professional retirements, including meeting with prospective retirees, completing required retirement applications, and organizing the annual Retirement Luncheon. 20.Investigates and equitably processes employee complaints and union grievance. Generally, serves as Level II hearing officer for all union grievances. 21.Organizes and chairs Interviewing Teams that make recommendations for promotional positions. 22.Trains interviewers on required skills and checks references on potential staff. 23.Ensures positions have ongoing open postings online. 24.Initiates, supports, and participates in staff development and orientation programs for all new employees. 25.Oversees all aspects of the educator evaluation system and initiates, promotes and supports educator development initiatives district-wide. 26.Monitors effectiveness of educator evaluation system in promoting educators' professional growth and development and improving teaching and learning. 27.Develops and implements training programs for school principals and other administrators, ensuring that they are well-trained in all aspects of educator evaluations and provide consistent and constructive feedback to educators. 28.Reviews work regularly to establish inter-rater reliability of evaluations. 29.Promotes use of student achievement and educator evaluation data in identifying curriculum and pedagogical supports for educators to improve teaching learning processes. 30.Provides curriculum and pedagogical supports for all educators as well as targeted support for struggling educators. 31.Assists principals and other supervisors with the supervision and evaluation of staff members who are exhibiting unsatisfactory work. 32.Implements and ensures compliance with the Massachusetts educator evaluation information, timelines and updates. 33.Communicates regularly with educators and administrators regarding evaluation information, timelines and updates. 34.Sets up, maintains and edits all evaluation documents and evaluation software systems. 35.Remains up-to-date on changing laws and requirements as well as current trends and practices in evaluation. 36.Performs all other related administrative duties as so directed by the Superintendent and Assistant Superintendent of Schools. TERMS OF EMPLOYMENT Twelve-month work year minus applicable holidays and paid vacations. Annual salary will be negotiated with the Superintendent of Schools or designee. This position will require attendance at meetings and negotiation sessions held during non-traditional work hours in addition to the normal work day.
