Oversees all staff functions and operations of the Human Resources department. -Ensures the consistent application of human resources policies, programs, and services, including recruitment, compensation, benefits, legal compliance, employee relations, employee communications, and employee events, and ensures they conform with Opportunity Home's strategic goals. -Consistently applies and interprets organizational and human resources management principles, practices, theories, federal, state, and local laws, procedures, and terminology. -Incorporates Opportunity Home's strategic and tactical goals into department strategic and operational plans and establishes and implements controls and evaluation processes to ensure compliance with organizational requirements, goals, budget, performance standards, and regulatory/legal requirements. -Develops staffing strategies and implementation plans and programs to identify talent within and outside the authority for positions of responsibility. Identifies appropriate and effective external sources for candidates for all levels within the company. -Directs the development of hiring process improvements, including the administration and evaluation of new applicant testing and interviews. -Advises and collaborates with the senior leadership team and other managers, in the various aspects of human resources policies-such as wages, benefits, discipline, performance management, and work practices. -Establishes and maintains effective labor and management relations; ensures consistency and effectively resolves causes for grievances, provides positive direction to management in addressing employee relations matters. -Collaborates with external and internal legal teams, lawyers, and auditors to efficiently review and administrate the pension plan, personnel matters, and contracts.-Monitors and evaluates the efficiency and effectiveness of the service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes. -Develops and manages the annual budget for the department. Maintains oversight and responsibilities for various contracts to include temporary staffing agencies and benefit vendors. Works with Procurement to develop the required Requests for Proposals (RFPs). -Leads efforts to digitize manual processes and/or outsource functions in a cost-effective and labor-efficient manner. -Oversees the organization's strategic training and organizational development activities to meet Opportunity Home employees' personal, professional, and organizational needs. -Develop appropriate compensation and benefits programs to provide motivation, incentives, and rewards for effective performance. -Leads the Employees Thrive at Work committee; develops and monitors performance of strategies to the achievement of strategic outcomes. -Enhance, implement, and enforce human resources policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization. -Provide technical advice and knowledge to others within the human resources department. -Support annual open enrollment of benefits, and monitor health insurance benefits to maximize program utilization. -Develop comprehensive training programs that align and support organizational objectives including retention, career pathway development, and succession planning.-Complete all duties as assigned or requested as outlined in operational and procedural guidelines. Typical Qualifications Education Required-Bachelor's Degree from an accredited college or university in Human Resources, Public Administration, Business Administration, or a related field. Experience Required -Twelve (12) years of experience in Human Resources. -Five (5) years of management experience. -Must have the ability to learn and use cloud applications such as the Google GSuite applications, including, but not limited to, Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understand document sharing and collaboration in the cloud.
