Duties(The duties described reflect the full performance level of this position)Provides management and direction of a comprehensive personnel management program for the Commission and serves as the principal source of advice and guidance on personnel matters to the Commission's staff. Develops new or revised existing personnel policies, guidelines, instructions, etc., on all aspects of personnel management, ensures that personnel policies and actions are in accordance with the principles and requirements of Federal law, Executive Orders, requirements and instructions from the Office of Personnel Management and actions finalized by the Merit Systems Protection Board. Assesses the effectiveness of interrelated and interdependent Human Resources management programs or operations through review and analysis of program outcomes with respect to established program goals.Meets with agency/department officials to negotiate, strategize, and implement changes in Human Resources programs, practices, procedures, and policies.
