Director of Logistics and Supply Chain Management Tracking Code: E2024-08-016Clearance Requirement: Ability to obtain and maintain a Secret ClearanceTravel Requirements: NoneLocation: Norfolk, VASUMMARY: WR has an opportunity for a Director of Logistics and Supply Chain Management to provide leadership and execution of strategic organizational initiatives. This position requires a proven ability to provide direction and leadership between internal organizations and groups, and programs regarding their material management and logistics requirements; while focusing on continual improvement reviews to ensure internal policies and contractual requirements are in alignment with industry standards to implement and maintain a working model for the success of WR, our customers, and industry partners.Position responsibilities will include, but are not limited to:Exhibit a strong working understanding of trends and best practices with a successful record of experience in optimization and execution of end-to-end supply chain and operational processes.Oversight of the lifecycle of logistics and material management from sourcing, procurement, receipt, inventory control, warehousing operations, production kitting and consumption, packaging, shipping, through transportation, ensuring seamless coordination and efficiency across these critical components of our supply chain.Develop and execute comprehensive supply chain strategies spanning logistics, production, purchasing, shipping and transportation, and inventory management to support organizational goals.Collaborate with executive leadership to define performance metrics and strategic KPIs.Lead optimization of production processes with regard to the management of raw materials management and implement lean principles and continuous improvement initiatives for operational excellence.Create inventory strategies for balanced product availability as well as executing a high standard of excellence in inventory management across the organization.Maintain inventory tracking systems, including a material requirements planning (MRP) tool to minimize errors and account for all property within WR's custody.Develop risk mitigation strategies and contingency plans for supply chain and logistics disruptions.Lead, mentor, and develop high-performing supply chain and operations teams.Use data analytics and technology for streamlined operations and informed decisions.Regularly report key metrics to leadership, offering insights for improvements.Manage and provide oversight and/or coordination of material management, government property, programs/projects, and contracts to ensure compliance with contractual requirements, WR policies, and external organization guidance.Create and maintain program management plans that at a minimum cover scope, schedule, cost, procurement, risk, human resources, core staffing, standard operating procedures, and communications as related to materials management and logistics.Develop, provide, and coordinate necessary trainings for project managers and project teams where appropriate, focused on material management and logistics.Recommend, edit, and develop processes, procedures, and other various documents aligning with WR's Quality Management System processes, ISO, and CMMI requirements.Work on special material management focused projects that improve WR's overall material handling, packaging, storing, and transportation of government and customer property maintained at WR.Formulate policy and develop and implement new strategies and procedures.Execute program financials and performance reporting.Develop and implement recovery plans for deviations from approved program compliance.Develop and maintain effective relationships and liaise with customers, programs, projects, functional areas, proposal teams, and management across the organization to ensure compliance with material management and government property and support and plan for growth.Evaluate the performance of Material and Logistics Coordinators, Logistics Managers and/or subordinates related to the practice of logistics and material handling and transportation.Collaborate with and lead the Material Management Service Center and project personnel to create a safe and efficient warehousing operation.Collaborate with and lead production logistics and project personnel to ensure material is properly received, stored, kitted, and provided to the production team with accuracy and in a timely manner.Collaborate with and lead sustainment logistics and project personnel to ensure varied aspects of logistics are performed with accuracy throughout the organization, included but not limited to inventory, disposition, and database requirements.Comprehend and effectively explain a wide variety of detailed policies to internal and external personnel.Develop, and work with purchasing/accounting and programmatic management to implement procurement strategies to support organizational and program objectives.Candidates must possess the following knowledge, skills, and experience:Bachelor's degree in Business Administration, Supply Chain Management, or related field preferred (Note: an additional 5 years of experience in a senior leadership position may be substituted in lieu of degree).Ten (10)+ years of experience in material management, logistics, and supply chain field with one of the following:Six (6)+ years of experience in program management or senior-level project management.OR six (6)+ years of experience managing a team or segment of an organization.Experience in operations, inventory management, MRP, scheduling processes.Experience with functional organizational operations, including:SchedulingFinancial budgetsStaffingQuality systemsMust have working knowledge of different contract types.Demonstrate understanding of government and commercial Packaging, Handling, Storage, and Transportation (PHS&T) standards.Must possess project and program management skills and have an understanding of project management tools, process, and procedures.Preferred:Certifications in Supply Chain: CPSM (Certified Professional in Supply Management), CPIM (Certified in Planning and Inventory Management), and/or CSCP (Certified Supply Chain Professional).Knowledge of Federal Acquisition Regulations and Defense Federal Acquisition Regulations (FAR)/(DFARs) and applicable regulations, Federal Databases (PUBLOG, WEBFLIS, etc.), federal
