Job Description
The Management, Analysis, and Planning Unit ( MAP ) is responsible for the quality assurance of the current COPS 1.0 computer system which includes auditing computer output accuracy and coordination of activities with other units within the agency, processing of member annual statements and actuarial audits, in addition to processing the bi-weekly payroll for the active members of service.
The Fund is currently in the midst of a multi-year, multi-phased rollout of its pension administration software (PAS) development for the Comprehensive Officers Pension System ( COPS ) 2.0 project. MAP is responsible for key project components as they relate to data conversion, transformation, and cleansing as well as interface design, testing, and management.
Under the supervision of the Chief Strategy Officer (CSO), the Director of MAP will be responsible for the management of employer reporting for active members for retirement purposes which includes processing biweekly payroll files from the employer, validating data, performing analyses and assessing data quality. Additionally, the Director of MAP manages the quality assurance component of the Fund's annual statement process. Duties and responsibilities include, but are not limited to, the following:
* Provides leadership in payroll infrastructure projects and managing cross-functional teams (including IT, Payroll, and Vendor Relationships)
* Completing bi-weekly verifications and validations of pension transactions;
* Running and monitoring batch imports. Evaluating exception reporting and driving the batch process to completion across all pension administration systems, current and prospective.
* Support COPS 2.0 interface design, testing, and management, along with the integration of outside systems by way of data file imports, exports, and interfaces;
* Analysis of SQL reports using the data available in the existing pension administration system (Oracle Based);
* Monitoring and reporting on data quality assurance issues;
* Responding to business questions using data / system analysis;
* Assisting the business units with inquiries and performing quality assurance tasks related to processing of member annual statements and data audits;
* Reviewing and auditing computer output accuracy and coordination of activities with other units within the agency;
* Providing guidance and technical assistance to staff on assignments ensuring they are completed on time and meet the criteria and standards set;
* Assists in technical configurations and troubleshooting integration points between payroll and financial systems.
* Conducts conversion and analysis of data from various legacy sources into the new COPS 2.0 system;
* Managing the data team who is responsible for all data conversion and transformation for the new COPS 2.0 system;
* Assisting with user acceptance testing on current systems, documenting software bugs, and working to address code fixes and releases;
* Assist management and users to properly assign levels of importance for new system requirements and prioritize work activities;
* Manage meetings addressing issues and ensuring that critical issues are being addressed and deadlines met;
* At the request of other city agencies, provide pensioner and beneficiary data, trends, and projections based on yearly membership population and benefit distribution;
* Manage design, testing, and acceptance of MAP functionality and processes as they are developed in COPS 2.0;
* Performs other special projects as requested by the CSO or other executive staff.

Minimum Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in 1 above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in 1 above; or
4. A satisfactory combination of education and experience equivalent to 1 , 2 or 3 above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in 1 above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in 1 above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in 1 above.
Preferred Skills
* Proficient in MS Excel - Preferred efficiency with PLSQL - Experience with agile and waterfall development methodologies - Experience with SDLC - Strong understanding of payroll database structures, queries, and data flow processes.
