General Description:The Director of Materials Management develops and executes strategic plans to improve productivity, quality and efficiency in supply chain operations; and leads hospital wide initiatives related to non-labor cost containment.Responsibilities include oversight ofthe Materials Management Department, hospital supply inventories, purchasing and shipping and receiving.S/he supervises the department's caregivers, researches new supplies, equipment and services, negotiates vendor contracts, manages department improvement projects, leads organization level supply and equipment related teams, such as Product Standards and Cost Allocation teams, and assists with the capital equipment budget.Essential Functions:
- Oversees and manages the Materials Management Department operations, including central supply, shipping, receiving, and purchasing. Develops and implements departmental policies and procedures and performance standards, in compliance with applicable laws and regulations.
- Supervises Materials Management Department caregivers, including hiring, training, scheduling, corrective discipline, evaluation, and termination.
- Manages departmental and organizational wide supply chain improvement projects
- Maintains ready access to vendors and their market pricing for high-cost supplies and implants used in critical care areas of the hospital
- Leads rigorous and objective vendor contract negotiations with qualified suppliers and internal stakeholders to ensure optimum quality and value of supplies and services
- Conduct business review meetings with key stakeholders to assess risk, review future procurement strategies, identify potential cost savings and opportunities for improvement of the GRMC supply chain
- Maintain strong working relationships with strategic suppliers to assure cost, quality and delivery targets are met
- Oversee the development and execution of sourcing strategies across select product categories within given span of control; including projected cost savings, timelines and resource plans
- Works with all department directors to collaboratively improve supply utilization throughout the organization
- Reviews, researches and recommends new supplies and equipment for departments.
- Ensures accuracy of inventory records, patient billing, and appropriate limits of inventory.
- Negotiates supply contracts and purchases with qualified suppliers and manufacturers, ensuring optimum quality and value.
- Leads organization level supply and equipment related teams such as Product Standards and Cost Allocation teams
- Director will drive sustainable cost savings strategies and validated fiscal cost savings annually
- Works closely with Accounts Payable to ensure prompt payment of invoices. Troubleshoots problems associated with incorrect deliveries, orders, receipts or returned goods.
- Conducts an on-going value-analysis system, and initiates all supply/price comparison studies in order to improve hospital's financial position.
- Manage, oversee and utilize GHX, EDI, ECRI, Open Markets etc for advancements on behalf of the systemwide benefits.
- Ensures organization purchases and contracts are compliant with the New Mexico Hospital Funding Act and New Mexico Procurement Code
- Prepares and manages the department's budget. Assists the CFO in the preparation and review of the annual capital equipment budget, and maintains inventory of departmental capital requests.
Education and Training Requirements:
- Minimum Bachelors Degree, preferably in Business Administration
- Must obtain New Mexico State Purchasing Officer Certification by 7/31/21 and maintain such certification
- Minimum 3 years experience with purchasing, distribution and inventory, preferably in a healthcare environment
- 1 year supervisory experience, preferred
- Computer proficiency
