Position Summary:

Under the direction of the CFO, manages the day-to-day operations of custodial, grounds, and building maintenance activities within the District. Participates in developing, recommending, and administrating policies, procedures, and processes in support of building and grounds operations. Responds to inquiries and requests for service from buildings/facilities within the District. Under the American Federation of State, County, and Municipal Employees agreement (AFCME), the District supervises and directs its custodial and maintenance staff. The director of building operations also oversees and participates in the work required and is representative of various skills necessary to maintain and repair the district's buildings, grounds, custodial facilities, and equipment. Contributes in the design, review and planning of new construction, remodeling of projects and related work as required.

Essential Functions and Responsibilities:

Operations:

* Plans, organizes, maintains, and manages the operations and reliability of all schools within the District and general infrastructure systems. Establishes and monitors preventative maintenance processes, programs, and facility inspection processes for ongoing review of maintenance work by buildings in the District.

* Regularly and consistently inspect facilities and grounds to ensure standards are met and maintained. Monitor personnel for appropriate completion of duties and assignments.

* Review work orders, determine priority status, assign to appropriate staff or vendor for action, and verify completion. Monitor the work order system and inform building and department administrators of the status of open work orders. Implemented, monitored, and oversaw staff training for the work order system.

* Update and maintain the preventive maintenance program for buildings, equipment, and vehicles

* Develops, recommends, and administers policies, procedures, and processes in support of grounds and building maintenance operations; implements and monitors compliance with approved policies, procedures, and processes.

* Plans and directs new efficiency work programs and determines the cost-effectiveness of such programs.

* Develop annual priority lists and long-range plans for maintenance of buildings and grounds about District strategic plans and develop the processes necessary to meet the identified priorities.

* Performs quarterly control inspections of all operations personnel.

* Responsible for pest management for all buildings

* Uses independent judgement in significant matters when coordinating emergency procedures affecting building and grounds including cold weather temperature control and snow removal.

* Responsible for snow removal and salting throughout the district.

* Troubleshoots and responds to after-hour issues regarding the buildings' operational aspects, such as HVAC issues, fire alarm malfunctions, electrical outages, water leaks, etc.

* Updates and maintains a list of the District's facilities and equipment, including life-cycle and replacement costs.

* Participates in the development and administration of grounds and building maintenance budget; coordinates the allocation of resources following budget approval; recommends approval for expenditures

* Participates in a variety of meetings, committees, task forces, and other related groups to communicate information regarding services, programs, areas of opportunity, and other pertinent information as appropriate

* The Director of Building Operations must possess a valid Driver's License and be available on call 24 hours a day, 7 days a week, and 365 days a year.

Supervision/Management:

* Carries out supervisory responsibilities in accordance with the District's AFSCME policies and applicable laws for the Custodial department, which consists of approximately 45 employees and includes 2 supervisors.

* Lead the recruitment, training, coordination, supervision, evaluation, and discipline of all custodial and maintenance personnel

* Addresses complaints and resolves issues.

* Recommends the hiring of contractors to perform maintenance and repair services

* Develops and maintains a schedule of work for each building

* Develop and/or coordinate bids, RFP's, RFQ's, and other purchasing projects or initiatives.

* Monitors and oversees the work of external contractor's to ensure terms of agreements are met and work is completed satisfactorily

* Participate in the negotiation and administration of labor contracts as required.

Safety:

* Monitors the safety and accessibility of the district buildings/grounds. Serves as the point for code (e.g., ADA, Fire Life Safety) compliance issues, accessibility improvement projects, and other code-related issues

* Assist the District Safety Manager with safety and emergency/crisis planning and a variety of other safety matters for the district

* Enforces safety rules, utilizes appropriate safety equipment, and reports unsafe conditions

* Understands and applies the OSHA, EPA, and Illinois School Code regulations that apply to the district

* Conducts regular building inspections for safety, cleaning standards, facility upkeep and procedure compliance

Training:

* Establishes a training program for all staff and ensures that all staff receives the required mandated training

* Ensures that all custodians have received the proper training before they start work at their assigned building

Fiscal Responsibilities:

* Administers procurement and fiscal management activities associated with building and grounds maintenance activities, which may include RFPs and contracts for custodial, grounds, and maintenance-related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving employee purchases; ensuring compliance with the District's purchasing rules; and performing other related activities.

Qualifications

Required Education/Experience:

* Bachelor's degree in facilities management, engineering, architecture, project management, or a related field.

Or

* Journeyman/Foreman through an apprenticeship program with ten or more years of experience

Or

* Ten or more years of supervisory facilities management experience

Certifications, Licenses:

* Association of Facility Engineers Certified Professional Maintenance Management (CPMM) preferred

* Certified Professional Supervisor preferred

* Certified Facilities Manager preferred

Required Qualifications:

* Demonstrated practical leadership skills

* Ability to manage multiple tasks with frequent interruptions, to use time effectively, and to demonstrate attention to detail.

* Experience working with unions

* Ability to maintain confidentiality related to personnel and District records information

* Experience creating, writing, and understanding the process for Requests for Proposals (RFP's) and Requests for quotes (RFQ's)
