Primary Purpose:
Direct and manage payroll and benefit activities of the district. Develop and implement procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions. Ensure compliance with applicable state and federal laws and regulations.
Qualifications: Education/Certification:
* Bachelor's degree required
* TASBO and CPP certifications preferred
* Proven experience as a Payroll Director preferred
Special Knowledge/Skills:
* Knowledge of local, state, and federal requirements relating to payroll issues and reports
* Knowledge of benefits administration and federal and state applicable laws/regulations (TRS, FMLA, FLSA, COBRA, HIPPA, Section 125 Cafeteria Plan, 403B Tax Sheltered Annuities, Flexible Spending Accounts)
* Effective communication and interpersonal skills
* Ability to interpret and disseminate insurance and benefits information to individuals and groups
* Ability to lead a team
* High level of integrity when handling sensitive employee information
* Working knowledge of payroll reporting, forecasting, and use of spreadsheets
* Knowledge of auditing and accounting principles
Experience:
* Minimum five years payroll experience at a high level of responsibility
* Three to five years supervisory experience within payroll function preferred
* Plus alternatives to the above qualifications as the administration may find appropriate and acceptable.
Major Responsibilities and Duties:
* Manage all payroll preparation and production, including regular, special, and supplemental payrolls.
* Ensure adherence to standards and procedures and take steps to correct problems, delays, and inaccuracies.
* Ensure accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement.
* Process payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, insurance, etc.
* Process and resolve direct deposit and other banking interactions.
* Coordinate payroll operations with other accounting and data processing units, confer with other administrative and technical staff regarding changes and new systems, and participate in developing, implementing, and testing procedures.
* Coordinate with the Finance and Human Resource departments in compiling the staffing / payroll budget for each fiscal year.
* Coordinate with PEIMS department to ensure proper account coding of Allen ISD staff.
* Perform ongoing analysis of the District's payroll operations and data to identify trends, areas for improvement, and information to aid other departments.
* Interface with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable resolution of complaints, concerns, and problems in the area of payroll.
* Work cooperatively with human resources and financial services to process hiring, leave, terminations, and other employment-related issues.
* Select, train, and supervise payroll staff and make recommendations relative to placement, transfer, retention, and dismissal.
* Compile, maintain, and file all physical and software reports, records, and other documents required - including auditable records.
* Participate in professional development activities to maintain current knowledge of rules and regulations.
* Participate in the training of district employees on payroll procedures and changes in policy.
* Prepare W2's for submission to IRS and social security.
* Perform other duties as the superintendent or chief financial officer may assign.
Benefits Management:
* Maintain comprehensive knowledge of benefit program, plans, policies, and process
* Work collaboratively with the Human Resources Department to ensure there are streamlined, efficient processes for new hires.
* Assist with annual open enrollment to include making group presentations and preparing and distributing materials and forms.
* Process and provide timely notification and communication to employees regarding benefits in accordance with established policies, rules, and regulations.
* Process employees' terminations in third party enrollment system
* Audit reports and ensure that all benefits files are reconciled with third party administrator
Supervisory Responsibilities:
Supervise and evaluate the work of the payroll and benefits staff.
Customer Care Skills:
* Provide professional communication with students, parents, community members, staff and other professionals at all times.
* Ensure all requests for information are dealt with in an appropriate timeframe.
* Create and maintain a welcoming, service-oriented environment toward all internal and external customers.
