Summary: Effectively leads all aspects of People and Culture systems, payroll, and centralized support for Oneida Innovations Group, LLC (“OIG”) and Oneida Technical Solutions, LLC, (“OTS”) and, as needed, supports Turning Stone Enterprises, LLC. Provides subject matter expertise in assigned areas to develop organizational strategy, as well as supports operating departments and units in meeting specific objectives to recruit, retain, reward, and develop talent. Actively supports a strong organizational culture and brand by developing competitive team member offerings, ensuring high service levels for team members, and contributing to an innovative and unique team member experience.

Pay Range starts at 125,000 may be higher based on experience.

What you Will Do:

  • Provides dynamic leadership, coaching and mentoring to OIG/OTS People and Culture staff to achieve the highest standards of operational support as well as retaining and building upon our reputation as an employer of choice.
  • Provides subject matter expertise and guidance in OIG/OTS People and Culture systems and payroll for existing and new OIG/OTS businesses, primarily focused on government contracting, and occasionally including hospitality, gaming, and retail.
  • Manages multiple government contracts and development projects while maintaining compliance with acquisition regulations like FAR and DFAR, and various government contracting methods such as GWACs, IDIQs, firm fixed price contracts, and small business plans and reporting.
  • Ensures regular OIG/OTS staff training, evaluation and service assessment to ensure supportive service to all team members and departments; established metrics and feedback systems to ensure accountability.
  • Works closely and collaboratively with operating and support staff, especially Payroll, Legal and Finance.
  • Manages assigned budgets and conducts appropriate forecasting and planning to meet OIG/OTS financial objectives; effectively manages resources to meet objectives.
  • Oversees compliance in all assigned areas, demonstrating expertise in applicable labor, wage and hour and employment laws and applicable benefits and tax regulations, along with Oneida Indian Nation Ordinances and Regulations.
  • Provides strategic leadership regarding OIG/OTS HRIS and related systems to ensure optimization, efficiency and appropriate levels of automation.
  • Oversees all OIG/OTS People-related data and records and ensures security and efficiency of document management.
  • Makes appropriate OIG/OTS People information and analysis available to operating departments to support operating, staffing and business planning decisions; supports continued digital transformation with availability of manager self-serve, team member self-serve, and analytics tools.
  • Establish regular audit results to ensure accuracy of team member pay, benefits enrollments, and benefit plan compliance.
  • Must be available to travel and attend periodic meetings onsite per business demand.

Experience You Will Have:

  • At least 10 years of People and Culture management/operations experience with a large, operationally diverse organization in the information technology industry.
  • At least 5 years of experience in government contracting and maintaining compliance with regulations like FAR and DFAR, and various government contracting methods such as GWACs, IDIQs, firm fixed price contracts, and small business plans and reporting.
  • A bachelor's degree in business management or human resources or equivalent experience is required, with a Master's in Human Resources or an MBA preferred.
  • Expert knowledge of HIPAA, FMLA, ADA, ERISA and other wage, hour and labor laws.
  • Excellent verbal and written communication skills, with demonstrated business and technical writing abilities.
  • Strong math skills with budgeting and analysis experience.
  • Flexibility to provide People and Culture leadership during extended office hours and oversee staff working nights and weekends.
  • Excellent computer skills with MS Office and HCM management experience, preferably UKG/Ultipro, and/or KRONOS
